Resumen de Instrumentos específicos de desarrollo rural: la Iniciativa Comunitaria LEADER y el Programa Operativo PRODER

  La "Declaración de Cork " (1996) y, de manera implícita laAgenda 2000 (1997), coinciden en la necesidad de potenciar una política de desarrollo rural duradero. El desarrollo rural integrado, supone la aplicación de un nuevo enfoque que pretende una línea integradora entre la ordenación del territorio, la planificación ambiental y el desarrollo rural, buscando un enfoque endógeno, territorial y ascendente. Para conseguir estos objetivos, la Unión Europea reitera la necesidad de articular una serie de instrumentos simples y flexibles, entre los que destacan la Iniciativa Comunitaria LEADER y a nivel nacional, el Programa Operativo PRODER. Pero ¿cuál es el futuro del desarrollo rural para el siglo XXI?. Esta nueva iniciativa, conocida como LEADER + o LEADER III (2000-2006), muestra una línea continuista con los programas anteriores.

  "The Cork Declaration" (1996) and, implicitly, Agenda 2000 (1997) agree on the need to promote a policy of lasting rural development. Integrated rural development means to apply a new approach which aims at a line of integration among territory distribution, environmental planning and rural development looking for an endogenic, territorial and upward approach. In order to get these objectives, the European Union affirms the need to articulate a series of flexible and simple instruments standing out the Community initiative LEADER and, at a national level, the operating program PRODER. However, what is the future of Rural Development in the XXI century? The line showed by this new initiative, known as LEADER+ or LEADER III (2000-2006), is a continuation of previous works.

Le développement rural intégré suppose l'application d'une nouvelle optique qui désire obtenir une ligne d'intégration entre l'aménagement du territoire, la planification de l'environnement et le développement rural, tout en cherchant une optique endogène, territoriale et ascendante. Pour arriver à ces objectifs fixés, l'Union Européenne réitère le besoin d'articuler une série d'instruments simples et flexibles, parmi lesquels ressortent l'Initiative Communautaire LEADER et au niveau national, le Programme Opérationnel PRODER. Mais quel est le futur du développement rural pour le XXIème ? Cette nouvelle initiative, connue sous le nom de LEADER + ou LEADER III (2000-2006), montre une ligne de continuité avec les programmes précédents.
