Kaliningrad: une "île" russe au sein de l'Union européenne élargie

    On May 1st 2004, the European Union (EU) has enlarged to ten new members. This major event in the history of the continent has in fact turned the Russian region of Kaliningrad into an enclave within the European territory. This region was until 1945 the Northern part of Germany’s Eastern Prussia. But will Kaliningrad constitute the black hole of the new Europe, so as a certain number of clichés tend to present it, or will it be able to take advantage of this new situation ? The analysis of the geopolitical representations of Kaliningrad from Russian and European points of view contributes to address the relationship of this territory to the rest of the European continent and the EU itself, conveying the intern and extern geopolitical situations at stake concerning Kaliningrad.

    Le 1er mai 2004, l'Union européenne s'est élargie à dix nouveaux membres. Cet événement majeur pour l'histoire du continent européen a de fait enclavé en son sein la région russe de Kaliningrad, qui jusqu'en 1945 était la partie Nord de la Prusse orientale allemande. Mais Kaliningrad est-elle le trou noir de la nouvelle Europe, comme tendent à la présenter certains clichés, ou saura-t-elle profiter de cette nouvelle situation ? L'analyse des représentations géopolitiques des Russes et des Européens concernant Kaliningrad permet d'appréhender le rapport de ce territoire avec le reste du continent européen y compris de l'Union européenne, en faisant apparaître les enjeux géopolitiques internes et externes qui lui sont liés.
