El presente trabajo aborda, desde un enfoque analítico crítico-interpretativo, las políticas de vivienda promovidas en el marco de la Revolución bolivariana por el gobierno de Hugo Chávez en Venezuela, en el período 1999-2013, centrándose en la administración pública del estado Lara. El objetivo es describir y comprender las políticas públicas desde la perspectiva de los gestores públicos habitacionales, actores relevantes en el diseño e implementación de las políticas públicas habitacionales. A través de la sistematización de información documental y conversacional obtenida de entrevistas a gestores públicos habitacionales de los niveles municipales y provinciales de Lara se reconstruyen categorías procesuales teóricas-empíricas que contemplan el contexto donde se insertan las políticas públicas y el proceso social de formación, estilo de gestión y desempeño de las políticas propiamente dichas.
This paper address, from a critical-interpretative approach, the housing policies promoted in the framework of the bolivarian Revolution by the government of Hugo Chavez in Venezuela, in the period 1999-2013, focusing on the public administration of the Lara estate. The objective is to describe and understand public policies from the perspective of public housing managers, relevant actors in the design and implementation of public housing policies. Through the systematization of documentary and conversational information obtained from interviews with public housing managers of the municipal and provincial levels of Lara are reconstructed theoretical-empirical procedural categories which include context where the policy is inserted and the social process of formation, management style and performance of the policies themselves. The results of this allow to identify a housing policy based on an socially advanced regulatory framework and relevant financing of public from oil bonanza, where they support a set of decisions and actions consistent with a structuralcomplex diagnosis of the problematic and a decisive design of habitat integrality.
However, beyond the achievements in the production of housing solutions, the development of primary infrastructure, of interventions on elements of the housing market and, even, of recognition of the target subjects, also, it warns of the other side of the policy with weaknesses that have to do whit management and their implementation.
This is an immature institutional environment and a low level of articulation of actors around policy management that reduce the effectiveness of the programmed objectives and the really achieved, as well as, the poor performance in relation to the structure of the housing deficit (especially of the qualitative component), the lack of integrality and urban-housing integration, which point to lack of qualification of the built environment of cities. The responsibilities of public housing managers from the housing institutions in Lara that promoted these policies were limited in the formation stage, and more active in technical-administrative roles in the management, implementation and evaluation processes. The results are presented as a means of contribution in the discussion and current reflection of public housing policies in Venezuela and the role played by public managers around them.
