Aid, economic growth and poverty : analysis of the stimulating and distorting effects of Official Development Assistance on Sub-Saharan African countries

Resumen/Abstract
ABSTRACT: Sub-Saharan Africa (SSA) is a key region for the success of the 2030 Agenda for Sustainable Development. However, there is no consensus about the contribution of Official Development Assistance (ODA) in the promotion of economic growth and the reduction of extreme poverty in this region. Therefore, this PhD Thesis builds an analytical framework for the analysis of the effectiveness of aid in SSA and makes the subsequent empirical estimations for the period 1991–2014. We find four main results: i) ODA to SSA has exerted both distorting and stimulating effects on growth but the latter effects were larger than the former; ii) increasing both aid grants and aid loans, and increasing the ratio of loans to grants, may induce higher growth; iii) however, such a reallocation may only be positive in countries with sustainable debt burdens; and iv) although ODA was effective in aggregate terms, it did not significantly boost the income of the poorest citizens, which reveals a grave distributional deficiency.
RESUMEN: África Subsahariana (ASS) es una región clave para el éxito de la Agenda 2030 para el Desarrollo Sostenible. No obstante, no existe consenso acerca de la contribución de la Ayuda Oficial al Desarrollo (AOD) en la promoción del crecimiento económico y la reducción de la pobreza en esta región. Por lo tanto, esta Tesis Doctoral construye un modelo analítico sobre la eficacia de la ayuda en ASS y realiza las correspondientes estimaciones para el periodo 1991-2014. Los cuatro principales resultados son: i) la AOD a ASS ha ejercido tanto efectos distorsionadores como estimulantes sobre el crecimiento, si bien los últimos han sido superiores a los primeros; ii) incrementar las subvenciones de ayuda y los créditos, así como incrementar la ratio de créditos respecto de donaciones, inducirían un mayor crecimiento; iii) sin embargo, dicha reasignación sólo ejercería un efecto positivo en aquellos países con deudas sostenibles; y iv) aunque la AOD ha sido eficaz en términos agregados, no impulsó significativamente los ingresos de los ciudadanos pobres, lo que revela un grave problema de distribución.
