      Como parte de los esfuerzos del Gobierno de Guatemala por actualizar y modernizar el país, se implementó una nueva modalidad de Contratación Estatal.

      Es por eso que se introdujo la Subasta Electrónica Inversa, la cual es una nueva alternativa al modo de realizar los procesos de contratación, una de las características más distintivas de esta nueva modalidad es que la mayoría del proceso se lleva a cabo de forma digital, a través de un portal web.

      Después de varios años de que dicha modalidad entro en vigor, esta no ha alcanzado las expectativas que se tenían al respecto. Es imperativo tomar en cuenta que esta modalidad de Contratación Estatal ya ha sido utilizada previamente por distintos estados. En el estado de Perú, dicha modalidad cuenta con una alta popularidad y representa un ahorro sustancial en los procesos que se han llevado a cabo de dicha forma. En el estado de Ecuador se puede decir que también ha cumplido con los objetivos para los que se implementó en la legislación.

      As part of the efforts of the Government of Guatemala to update and modernize the country, a new form of State Procurement was implemented. That is why the Reverse Electronic Auction was introduced, which is a new alternative to the way the contracting processes is carried out. One of the most distinctive characteristics of this new modality is that the majority of the process is carried out in a digital manner, through a web portal.

      After several years of coming into force, and since its creation, it has not met with the expectations. It is imperative to take into account that this form of State Procurement has already been previously used by different states. In the state of Peru, this modality is highly popular and represents substantial savings in the processes that have been carried out in this manner. In the state of Ecuador it can be said that it has also fulfilled the objectives for which it was implemented.
