    In this article we examine how the German Psychiatrist and Philosopher Karl Jaspers relates the emotional and mental disorders to culture. The fundamental reference is the fifth part of General Psychopathology. In it, Jaspers explains that the demands of culture affect human performance and since there is no way to accurately measure what is most influential between biological mechanisms and cultural learning we can describe the behavior and note the changes that occur in it when cultural conditions vary. And so, in describing emotional disorders and intelligence, Jaspers guides the psychotherapist and educator to consider the characteristics of time, and historical crises, to assess how man is affected by circumstances. And so, psychotherapy and education must focus essentially on the experiences of the patient or student, for it is allowing them to live important experiences that they will develop. Jaspers further separates the result of the intelligence from the emotional changes and explains how more demanding times charge more of people with special educational needs.

    Neste artigo examina-se como o Psiquiatra e Filósofo alemão Karl Jaspers relaciona os transtornos emocionais e mentais à cultura. A referência fundamental é a quinta parte da Psicopatologia Geral. Nela Jaspers explica que as exigências da cultura afetam o desempenho humano e como não há como medir com exatidão o que é mais influente entre os mecanismos biológicos e as aprendizagens culturais podemos descrever o comportamento e notar as alterações que nele ocorrem quando variam as condições culturais. E assim, ao descrever os transtornos emocionais e da inteligência, Jaspers orienta o psicoterapeuta e o educador a considerar as características do tempo, e as crises históricas, para avaliar como o homem é afetado pelas circunstâncias. E assim, a psicoterapia e a educação devem se concentrar essencialmente nas experiências do paciente ou estudante, pois é permitindo que vivam experiências importantes que eles se desenvolverão. Jaspers separa ainda o resultado da inteligência das alterações emocionais e explica como tempos mais exigentes cobram mais de pessoas portadoras de necessidades educativas especiais.
