    La garantía del derecho humano al acceso al agua potable, implica, más allá de su positivación, un aspecto ético en la voluntad política y social para su cumplimiento. La falta de dicho elemento se manifiesta, como en el caso de México, en diversas circunstancias económicas, sociales y jurídicas que representan contextos desfavorables para la realización del derecho. El presente documento contiene una aproximación a estas situaciones y sus consecuentes afectaciones, tanto cuantitativas como cualitativas, a la población en el ejercicio del derecho humano al acceso al agua potable, y los a él relacionados.

    The guarantee of the human right to access to potable water implies, beyond its positivation, an ethical aspect in the political and social will for its fulfillment. The lack of this element is manifested, as in the case of Mexico, in various economic, social and legal circumstances that represent unfavorable contexts for the realization of the right. The present document contains an approximation to these situations and their consequent affectations, both quantitative and qualitative, to the population in the exercise of the human right to access to drinking water, and those related to it.
