La regulación de los partidos latinoamericanos y su integración territorial

    En los últimos años se ha destacado la importancia de observar el modo en que los partidos políticos articulan su funcionamiento en las diferentes arenas territoriales en las que actúan. En América Latina, la emergencia de la política subnacional como factor relevante de la vida electoral ha puesto en la agenda de investigación el estudio de los vínculos entre los diferentes estamentos partidarios. Sin embargo, no se han desarrollado trabajos orientados a analizar cómo diferentes legislaciones regulan los aspectos que podrían incidir en esta materia. Este artículo apunta a cubrir este vacío comparando los esquemas legales de siete países de la región. Los hallazgos muestran importantes variaciones en los incentivos que las legislaciones ofrecen para que, en el nivel subnacional, los actores que protagonizan las elecciones actúen con mayor o menor autonomía de las conducciones partidarias nacionales. De este modo el artículo contribuye a enriquecer dos campos de estudios. Por un lado, realiza un aporte a la literatura sobre organizaciones partidarias en contextos de competencia multinivel, mostrando cómo diferentes regulaciones propician niveles diversos de integración. Por el otro, aporta a la literatura sobre regulación partidaria en América Latina, al incorporar el modo en que diversas legislaciones contemplan la presencia de partidos que compiten en diferentes arenas

    In the last years, the way in which political parties manage their function in the different territorial arenas in which they act has been highlighted. In Latin America, the emergence of sub-national politics as a relevant factor of electoral life has brought to the research agenda the study of the links among the different party establishments. However, there have been no works addressing the analysis of how different legislations regulate the aspects that may bear an influence on this issue. This article aims at bridging this gap by comparing the legal schemes of seven countries of the region. The findings show important variations in the incentives that legislations offer so that, at the sub-national level, the actors that are involved in the elections act with more or less autonomy from the national party management. Thus, the article contributes to enriching two fields of studies. On the one hand, it contributes to literature on political organizations in contexts of multi-level competition by showing how different regulations foster diverse levels of integration. On the other hand, it contributes to literature on party regulation in Latin America by incorporating the way in which diverse regulations contemplate the presence of parties that compete in different arenas
