    En este estudio, que sirve de introducción a la jornada sobre conflictos de leyes organizada por la Academia Vasca de Derecho, se hace hincapié en la necesidad de elaborar una ley civil vasca, con el objetivo de salvaguardar el Derecho civil foral vasco. Al mismo tiempo, se justifica el carácter aperturista con el que se ha elaborado el proyecto de dicha ley, por parte de la Academia, teniendo en cuenta los grandes retos que plantea en esta materia el Derecho internacional. Como claro ejemplo de todo ello, son dos las cuestiones que, con gran pragmatismo y conforme a los nuevos tiempos, se abordan con mayor detenimiento, a saber, la regulación de una única vecindad vasca y la articulación de las normas de conflicto.

Bada, argiro agertzen da lege horren helburua, alegia, euskal foru-zuzenbide zibila babestea. Aldi berean, justifikatzen da Akademiak lege horren inguruan egin duen proiektuaren izaera irekia, aintzat hartuz gai horretan nazioarteko zuzenbideak dituen erronka nagusiak. Horren adibide gisa, bi dira gehienbat jorratu diren gaiak, pragmatismo handiz eta garai berriekin bat etorriz: euskal auzotasun bakarraren arauketa eta gatazka-legeen antolaketa.

    In this investigation, which serves as an introduction to the seminar on the conflict of laws organised by the Basque Academy of Law, the need to draft Basque civil law, in order to safeguard Basque provincial civil law is emphasised. At the same time, it justifies the liberal character with which the draft bill of that law has been drafted, by the Academy, taking into account the major challenges that are raised in terms of International Law. A clear example of all this, are both issues, that very pragmatically and in accordance with the times, are discussed in greater detail, namely, the regulation of a single Basque neighbourhood and the articulation of the rules of conflict of laws.
