La vivienda racional en el Gran Bilbao

      Dividido el poder público entre casa antiurbana o urbana, la aprobación en 1946 de la Ley de bases del Gran Bilbao por el Ministerio de Gobernación supone el reconocimiento del futuro metropolitano de la Villa y la posibilidad de ordenar grandes extensiones de suelo residencial en todo su área de influencia comarcal. Es entonces cuando el INV ensaya la ordenación de la vida colectiva con el gran barrio sindicalista de San Ignacio, concebido para repetirse modélicamente en el área industrial de Baracaldo y en el futuro Asúa residencial. Paralelamente los incipientes beneficios de los empresarios se encauzan en la recién creada Viviendas de Vizcaya y dos ejemplos de poblado industrial: Firestone Hispania en Galdácano y Babcock&Wilcox en Portugalete.

      Pero ante el debate teórico las realizaciones son muy escasas y en la década de los 50 los arquitectos comienzan a discutir sobre los modos más adecuados para construir miles de viviendas en poco tiempo y a bajo precio.

      A partir de 1960 el público reconoce su incapacidad para responder a la creciente demanda y da facilidades para que el privado asuma tal competencia. La casa en propiedad se plantea entonces en términos de producto y el Gran Bilbao deja de pensarse en torno al espacio privado de setenta metros cuadrados y al espacio público de escala humana. Aparecen las grandes promociones en altura y desaparece el espacio íntimo vecinal. La calle asfaltada sustituye al jardín natural, el Ensanche se completa con casas para la burguesía media y alta y los arquitectos abandonan su preocupación por la cuestión de la vivienda social.

      With public power divided between urban and anti-urban areas, the approval in 1946 of the Law of Foundations of Greater Bilbao by the Ministry of Government meant recognition of the township’s metropolitan future and brought the possibility of planning the immense tracts of residential land found in its area of influence. This was when the INV experimented with planning collective life with the huge trade union district of San Ignacio, conceived as a model to be repeated in the industrial area of Barakaldo and in the future residential area of Asua. Parallel to this, the incipient profits of the businessmen were channelled into the recently created Viviendas de Vizcaya (Vizcaya Housing) and into two examples of industrial settlement: Firestone Hispania in Galdacano and Babcock&Wilcox in Portugalete.

      But in comparison with the theoretical debate the practical results were scarce, and in the 1950s the architects began to consider the most adequate ways of building thousands of dwellings in a short time and at a low cost.

      From 1960 onwards, the public authorities recognised their inability to respond to the growing demand and conceded facilities for the private sector to take on the task. The private house came to be considered as a product, and in Greater Bilbao thinking ceased to be in terms of a private space of seventy square metres and a public space on a human scale. The high rise promotions made their appearance and the intimate space of the neighbourhood disappeared. The asphalt street replaced the natural garden, the Expansion Area was completed with houses for the middle and upper bourgeoisie, and the architects abandoned their concern for the question of social housing.

      Botere publikoa hiriko etxearen edo hiriaren aurkako etxearen artean banatuta zegoela, Gobernazio Ministerioak Bilbo Handiko oinarrien Legea onartu zuen 1946an. Ondorioz, Uriak metropoli bezala izango zuen etorkizuna eta etxebizitzetarako lur-eremu handiak Bilboko ingurualde guztian antolatzeko aukera onartu ziren. INVk egin zuen lehenengo saiakera San Ignazio auzo sindikalistarekin. Eredu hori berriro egitekoa zen Barakaldoko industrialdean eta Asuako egoitza-aldean. Aldi berean, enpresaburuen gero eta etekin handiagoak Viviendas de Vizcaya sortu berrira bideratu ziren. Industri auzune biren adibidea: Firestone Hispania Galdakaon eta Babcock&Wilcox Portugaleten.

      Baina eztabaida teorikoak emaitza gutxi ekarri zuen eta 50. hamarkadan arkitektoek milaka etxebizitza denbora gutxian eta merke zelan egin hasi ziren eztabaidatzen.

      1960tik aurrera sektore publikoak bere ezintasuna onartu zuen gero eta handiagoa zen eskaerari erantzuteko eta erraztasunak eman zizkion sektore pribatuari eginkizuna bere gain har zezan. Jabetzako etxea produktu bezala planteatu zen eta alde batera utzi zen Bilbo Handian hirurogeita hamar metro karratuko espazio pribatuaren eta giza eskalako espazio publikoaren asmoa. Etxe garaiak hasi ziren egiten eta auzoen arteko espazio intimoa galdu zen. Lorategi naturalen ordez asfaltozko kaleak egin ziren. Zabalgunean erdi eta goi-mailako burgesentzako etxeak egin ziren eta arkitektoek gizarte-etxebizitzaren gaia baztertu zuten.
