El artículo indaga cómo se articula la política lingüística institucional de la Unión Europea y de qué manera se desarrolla el multilingüismo integral de sus principales instituciones. Para ello, se ha constituido un corpus de textos relevantes, fruto del vaciado de la normativa europea, a saber, tratados constitutivos, reglamentos internos y otros documentos de referencia de las siete instituciones que establece el artículo 13.1 del Tratado de la Unión y que han integrado de manera diversa el multilingüismo en su modo de funcionamiento, además de los comités consultivos y las agencias descentralizadas. El corpus ha sido analizado como una cadena semiótica mediante una metodología temática de naturaleza inductiva. Entre los resultados del estudio cabe destacar la articulación de una política multilingüe en lo referente a la comunicación
externa con la ciudadanía, aunque alguno de los principios enunciados regula también formas de multilingüismo efectivas en el seno de las propias instituciones, dentro de las unidades que las constituyen y entre las personas que intervienen en ellas. Paralelamente, se observa una tendencia a la simplificación en los usos lingüísticos, sobre todo en lo referente a las agencias descentralizadas.

¿Puede un territorio de 20 000 habitantes considerarse un país? ¿Puede un grupo de personas que cabe en un par de torres de cualquier gran ciudad constituir una comunidad nacional? Los microterritorios son entidades políticas pequeñas, en algunos casos minúsculas, pero dotadas de todo aquello que hace que un país sea país. Del pintoresco valle a la isla en medio del océano, los microterritorios existen en un mundo como el actual, en el que lo global y lo local se confunden. Pero, más allá de su dimensión política, ¿están dotados los microterritorios de una identidad cultural propia? ¿Cómo gestionan sus especificidades lingüísticas? ¿Por qué los microterritorios deberían interesar a los lingüistas?

Abstract: Catalan can be regarded as a minoritized language because it has to share its social and legal space with French and Castilian. This phenomenon is particularly visible in the field of education. This chapter examines the specific case of the Principality of Andorra: until recently, this cross-border microstate did not have its own national education system and today still lacks a monopoly over public education. Andorran schools – which are multilingual but use Catalan as their main medium of instruction
– coexist with French and Spanish schools, but the latter are mainly monolingual respectively in French and Castilian and thus prevent spreading the use of Catalan to the whole population. This is particularly problematic in a context such as that of Andorra, a cross-border microstate with great socio-cultural and linguistic diversity in which nation-building involves precisely making Catalan the common public language
of communication.

Résumé : Les micro-territoires sont des entités politiques et administratives – souveraines ou autonomes – caractérisées par une population relativement réduite résidant dans un espace géographique restreint. Les sciences sociales ont essayé de délimiter les dimensions micro d’un territoire par le biais de critères plutôt arbitraires. Elles ont également proposé une myriade de termes qui renvoient à autant de façons de percevoir la micro-territorialité. Malgré l’abondante littérature autour de ces entités, les recherches en sociolinguistique et dans le domaine des politiques linguistiques n’ont pas assez tenu compte de la variable micro-territoriale, autrement dit elles se sont peu intéressées à la façon dont les phénomènes de multilinguisme peuvent être conditionnés par des limites géographiques et démographiques, par la fragmentation, l’exiguïté et l’isolement dans l’espace.

The article describes the legal configuration of France as a monolingual
state and analyzes the specific case of the educational system. A certain accommodation of regional languages as a means of instruction has been accomplished, either in time-parity bilingual sections or in immersion schools. In this respect, the data provided by the literature on the case of Catalan in the historic territory of Roussillon are reviewed. The sources analyzed show two main conclusions: (1) the breakdown of intergenerational transmission, which means that there are practically no dialect speakers and that the standard language can only be learned at school; and (2) the enrollment rate either in time-parity bilingual sections or

L’Espagne, pays multilingue, est caractérisé par le monolinguisme de son État central. Cette situation contraste vivement avec celle du Canada, par exemple, où l’État fédéral est bilingue et s’adresse en principe à ses citoyens dans les deux langues nationales. En partant de ces deux situations, et en se fondant sur l’exemple des communications relatives à l’actuelle pandémie, ce texte examine l’opportunité d’une modification constitutionnelle qui permettrait de sauvegarder les droits des citoyens et le patrimoine linguistique de la société espagnole.

Il n’existe aucune disposition législative ou constitutionnelle qui oblige les juges de la Cour suprême du Canada à maîtriser le français, pourtant l’une des deux langues officielles du pays. Ceci est d’autant plus surprenant que ces... more
Il n’existe aucune disposition législative ou constitutionnelle qui oblige les juges de la Cour suprême du Canada à maîtriser le français, pourtant l’une des deux langues officielles du pays. Ceci est d’autant plus surprenant que ces juges doivent déterminer la constitutionnalité de décisions liées à des causes parfois débattues en français auprès d’instances inférieures, ou encore être capables d’interpréter la législation bilingue du Canada. Ils doivent également être capables de lire l’abondante doctrine québécoise en matière de droit civil, majoritairement publiée en français. Pour résoudre ce problème, plusieurs projets de loi ont été déposés à la Chambre des communes depuis 2008, leur but étant de rendre obligatoire le bilinguisme des juges. Ils ont été longuement débattus à la Chambre et au Sénat, produisant un vaste corpus de discours. Parallèlement, la doctrine juridique francophone s’est emparée du débat et a avancé des arguments intéressants. Ces deux sources – les débats parlementaires et la doctrine – constituent un ensemble cohérent que nous analyserons dans cet article au moyen de trois fils conducteurs: le droit à être compris par un juge comme un droit linguistique, la considération du bilinguisme comme une compétence juridique, de même que la définition du degré de bilinguisme nécessaire pour remplir les obligations de juge à la Cour suprême.

Multilingualism in France has been traditionally managed from a point of view which tends to consider migrant and vernacular languages as disruptive elements for the internal cohesion of the “République”. In that sense, if language planning regarding French could be considered as a very active one, as this has been pointed out by authors such as Spolsky (2004), the same cannot be said for other languages, simply banished from a French monolingual school in which ethnocultural differences simply do not exist. In such a context of hostility to multiculturalism, reflected in a consequent corpus of educational acts, several schools have tried to give an answer to this issue by different experiences of language awareness, such as those carried out by Christine Hélot in Alsace. This chapter will try to focus on a double issue: on the one hand, the implementation of particular strategies of planning regarding vernacular languages, on the other hand the much more complex issue of the migrants’ languages and their real presence (and legal absence) in French schools.

El concepto de territorialidad lingüística remite a la existencia, para cada una de las lenguas de Europa, de un régimen jurídico propio circunscrito a un territorio determinado. Como categoría opuesta, el concepto de desterritorialidad implica la existencia de un no-territorio jurídico, en el que no se pueden desarrollar de manera óptima las políticas lingüísticas necesarias para hacer que una lengua se convierta en lengua pública común. El catalán puede considerarse lengua mediana de Europa desde el punto de vista demolingüístico, pero está desterritorializada, pues carece de plenitud institucional al tener que compartir espacio jurídico con el francés y el castellano. Este fenómeno es especialmente observable en el ámbito educativo, en el que pueden analizarse hasta tres niveles diferentes de desterritorialidad: la influencia del castellano y el francés como lengua franca y lengua vehicular tradicional en Andorra (nivel 1), la dificultad de encajar el sistema de conjunción lingüística de Cataluña en el entramado constitucional español (nivel 2) y la insuficiencia de la política lingüística educativa para revertir la ruptura de la transmisión lingüística intergeneracional en el Rosellón (nivel 3).

This article analyzes the legislation of the two territories that have the most advanced legal framework regarding language policies towards Catalan: Andorra and Catalonia. The study of the legislation in relation to contexts of social and institutional use shows how this legal framework is not sufficient to change Catalan from being a minoritized language, since the phenomenon of minoritization is innate to the ecosystem in which languages develop. This ecosystem is conditioned by the presence of Castilian as a lingua franca on both sides of the border between Andorra and Catalonia. In the case of Andorra, its status as a cross-border microstate makes it a plurilingual space with Castilian as a socially cross-cutting language; moreover, the fact that until recently there was no network of state schools hindered Catalan language normalisation efforts. Catalonia, on the other hand, is an even more complex example on account of how the implementation of llengua pròpia policy contradicts the constitutional control the Spanish state exercises on this.

Postmonolingualism, as formulated by Yildiz, can be understood to be a resistance to the demands of institutions that seek to enforce a monolingual standard. Complex identities, social practices, and cultural products are increasingly required to conform to the expectancies of a norm that for many is no longer considered reasonable. Thus, in this postmonolingual age, it is essential that the approaches and initiatives used to counter these demands aim not only to understand these hyper-diverse societies but also to deminoritize underprivileged communities.
‘Translating and Interpreting Justice in a Postmonolingual Age’ is an attempt to expand the limits of postmonolingualism as a framework for exploring the possibilities of translation and interpreting in mediating between the myriad of sociocultural communities that coexist today. Challenging assumptions about the role of translation and interpreting, the contributions gathered in this volume focus on intercultural and intergroup understanding as a process and as a requisite for social justice and ethical progress. From different but complementary approaches, practical experiences and existing legal and policy frameworks are scrutinized to highlight the need for translation and interpreting policies in legal and institutional contexts in multicultural societies. Researchers and policymakers in the fields of translation and interpreting studies, multiculturalism and education, and language and diversity policies will find inspiring perspectives on how legal and institutional translation and interpreting can help pursue the goals of democratic societies.

This paper is the editors' introduction to the volume. The editors discuss the bearing of human biases on the social coexistence of different identities and the centrality of language and narratives in intergroup relations. Postmonolinguism is suggested as an emerging social and scholar worldview that can provide both insights and solutions for current worldwide challenges to a peaceful and thriving society. The papers included in this volume and their contributions to that paradigm are then presented.
Aquesta presentació és la introducció dels editors al volum. S'hi tracta la influència dels biaixos cognitius en la coexistència de les diferents identitats dins la societat i la posició cabdal de les llengües i les narratives en les relacions intergrupals. Sobre aquesta base, s'ofereix el postmonolingüisme com a cosmovisió social i acadèmica que pot facilitar un major coneixement dels reptes que acara un món globalitzat en aquests moments en assegurar que la societat pot prosperar de forma pacífica i de les solucions a aquests reptes. Tot seguit es presenten els articles inclosos en el volum i la seua contribució al paradigma.
Aquesta presentació és la introducció dels editors al volum. This contribution explores the importance of the interpreter as a vector of distinction between linguistic rights and rights of access to public services in the Canadian context. For the former, the specific case of the language used during legal proceedings and the recognition of the national official languages are analyzed. For the latter, the fact that access to any kind of essential public services must be accomplished by means of an interpreter is underlined. In order to illustrate this distinction, both the Canadian jurisprudence on language used during the trials and the mode of functioning of interpreter lists in Quebec are examined.

L’article exposa la política de bilingüisme del Canadà pel que fa a les llengües de treball de l’Administració de justícia, als drets d’accés a la justícia en la llengua oficial pròpia i com aquesta política s’ha de posar en relació amb... more
L’article exposa la política de bilingüisme del Canadà pel que fa a les llengües de treball de l’Administració de justícia, als drets d’accés a la justícia en la llengua oficial pròpia i com aquesta política s’ha de posar en relació amb la política de normalització del francès que practiquen des de fa dècades les autoritats quebequeses. S’analitzen en primer lloc els dispositius legislatius que han permès el reconeixement d’un seguit de drets lingüístics a les comunitats de llengua oficial en situació minoritària (anglòfons al Quebec i francòfons fora d’aquesta província) i com la jurisprudència, principalment la de la Cort Suprema del Canadà, ha anat modificant el reconeixement d’aquests drets de manera evolutiva, considerant primer que el dret a fer servir una llengua oficial o l’altra als tribunals derivava d’un compromís polític però no es reconeixia com un veritable dret lingüístic, fins a la sentència Beaulac, on es donava una interpretació àmplia i liberal d’aquests drets i es considerava l’absoluta obligatorietat per a l’Administració de fornir les millors condicions per a llur desenvolupament. D’altra banda, aquest context legislatiu i jurisprudencial s’ha de posar en relació amb la política de normalització lingüística del francès a l’Administració quebequesa, la qual ha de reconèixer, però, els drets dels anglòfons a una justícia en llur llengua en una província on el francès està declarat com a única llengua oficial.

Methodological avenues in demolinguistics: the Catalan language and the Survey of linguistic usage
The article presents the methodology and the findings of the Enquesta d’usos lingüístics 2008 (EULP08), a survey carried out by the Catalan Institute of Statistics (Idescat). The main aim of the survey is to portray the linguistic usage of the Catalan population; it is based on an open and dynamic conceptualisation of linguistic categorisation. The authors believe that the working methods chosen by the Catalan statisticians may have a contribution to make to shedding light on some aspects of Canadian and Quebecois demolinguistics.

La llengua catalana disposa d’un corpus important d’obres sobre convencions gràfiques. La recerca s’ha centrat en el
buidatge de fonts que contenen convencions relatives a l’ús de les majúscules, convencions susceptibles d’ésser emprades
en l’àmbit de la redacció juridicoadministrativa. Les fonts analitzades estan en molts casos relacionades directament
amb aquest tipus de redacció, però s’han estudiat igualment obres de referència general i llibres d’estil. Els resultats
han estat classificats en els tipus de designacions següents: tractaments protocol·laris, càrrecs i dignitats, designació
de persones fora de la documentació protocol·lària, entitats o organismes formalment constituïts, institucions, normes
jurídiques i documentació administrativa. La discussió dels resultats presenta alguns elements de reflexió analitzats al
corpus: l’ús de l’antonomàsia conceptual i l’aplicació del principi de singularitat semàntica com a regles d’escriptura
dels noms de càrrecs, la problemàtica de la constitució formal dels organismes i entitats i les seves repercussions en l’ús
de la majúscula, el paper desenvolupat per les excepcions de designació (els correferents, les designacions abreujades
o incompletes i els plurals aglutinadors), l’ambigüitat del concepte d’institució i les seves conseqüències gràfiques i les
diferències entre les fonts pel que fa a la denominació dels instruments jurídics.

In this paper the idea of utopia is analysed through concepts like gender and sexuality. The corpus is made up of novels and essays published during the last decades of the 18th century dealing with imaginary travels to fantastic countries. In these novels and essays there is a subversion of gender relationships: heroes travel to unreal territories where gender dualism no longer exists. These utopias draw an alternative geography of gender and sexuality in last 18th century fiction. Utopia establishes transgender interference and sex war; however the denouement is distinguished by the return of binarism.

Géraldine Galeote, Maria Llombart y Maitane Ostolaza reúnen en este volumen una colección de artículos de diferente trasfondo científico sobre un tema común: las relaciones entre emoción e identidad nacional en los ámbitos catalán y vasco. Hay que decir que el título puede resultar algo engañoso, ya que la perspectiva comparada ha de ser establecida por el propio lector al carecer en realidad el volumen de un análisis transversal de la construcción de dos identidades nacionales –con tantos puntos en común, pero en ocasiones tan divergentes– como son la catalana y la vasca. Habría sido deseable tal vez por parte de las mismas editoras un capítulo de conclusiones en el que se restituyeran los elementos esenciales de la caracterización de esas identidades, con el fin de ponerlas en relación de manera sintética. Esta crítica, empero, no le quita en absoluto interés al volumen, el cual tiene el inmenso mérito de reunir los trabajos de algunos de los más reconocidos especialistas en los ámbitos de análisis del libro, el cual además abarca un amplio espectro de acción de la emoción en la producción de las identidades catalana y vasca, desde el estudio de la prensa hasta las representaciones historiográficas y desde la sociología del deporte hasta el análisis del discurso político.
