Osmanlı Imparatorlugu’nda mühendisler
Bu kitap, sosyo-profesyonel kimliklerin yapılanışı ve yeniden üretilmesine özel olarak önem vererek, Osmanlı İmparatorluğu’nda mühendislik için bir sosyal tarih yazmayı
amaçlamaktadır. Mühendislerin söylemleri ve işlerine odaklanıp, 1780’lardan 1910’lara kadar, yolculukları hakkında dinamik bir görüş sunmak istiyorum. Burada mühendisler, kurumsal örgütlenme bakış açısından, profesyonel bir topluluk
olarak ve hatta seçkin bireyler olarak incelenmiştir. Analizim, devletin müdahaleci politikaları, yönetmenin yeni yolları, toplumsal dönüşümler, milli kimliklerin inşası ve tahakkümcü erkekliğin yeniden tanımlanması gibi dönemin büyük sorunları
çerçevesinde, mühendisliğin yapılanışına dair bazı soruları yanıtlamak niyetindedir.
Daha genel bir düzeyde bu çalışma, bir zamanlar büyük bir imparatorluk olup on dokuzuncu yüzyılda kendini modern uygarlığın çeperinde bulan bir ülkenin mühendislerini analiz ederek, bilgi-iktidar tartışmalarına katkıda bulunmaya ve
toplulukların oluşma ve birleşme mekanizmalarına bir nebze ışık tutmaya çalışacaktır.
Modern mühendisliğin yapılanışını iktidarın meşruiyetindeki değişimlerle bağlantılı bir süreç olarak ele almak, analizimin temelini teşkil ediyor. Bu çalışmada, kalkınma söylemi ile, uzmanlaşmış teknik ve bilimsel bilgi üzerinden tanımlanan
profesyonel bir topluluk olarak mühendisler arasındaki ilişkiyi inceliyorum. Daha özel olarak ise burada, mühendis topluluğunun oluşumu, devletin kendi coğrafyasını
kontrol etmeyi amaçlayan politikaları ve de daha sonra gelişen toplumsal müdahaleciliği ile ilişkisi içinde analiz ediliyor. Kitabın bölümleri, devlet kurumlarında çalışan mühendislerin yaptığı işler, onların bürokratik ve iktisadî elitlerle ve işçilerle olan ilişkilerini ele almaktadır. Bunun yanı sıra birleşme pratiklerinin ve eğitimin, profesyonel bir kimlik olarak mühendisliğin yapılanışındaki rolü de incelenmiştir.
Mühendislerin eğitim, iş ve bilimsel etkinlikleri, topluluk ve bireyler olarak iktidar ve statü arayışlarıyla ilişkisi içinde ele alınarak incelenen konular arasındadır. Kitap ayrıca, Osmanlı mühendislerinin milletler-üstü entelektüel ve profesyonel ağlarla bütünleşmesini de ele almaktadır. Yabancı kurumların ve uzmanların Osmanlı mühendisliği üzerindeki etkisi de dışarıda bırakılmamıştır.
Bu çalışmanın kapsadığı zaman dilimi içinde, mühendis olmanın birçok yolu olduğu görülüyor: Osmanlı idaresi tarafından kurulmuş ve yönetilmekte olan okulların
sağladığı örgün tekno-bilimsel eğitim, bu yollardan biridir. Bunun yanında, müslüman ve gayrimüslim Osmanlıların yurt dışında mühendislik ve ilgili disiplinlerde eğitim görme olanakları da vardı. Bu eğitimin masrafı ya Osmanlı devleti ya zengin bir hâmî ya da aile/akrabalar tarafından karşılanıyordu. II. Mahmud’un saltanatından itibaren Osmanlı idaresi, yetenekli genç adamların yurt dışı eğitimlerini finanse ederken, teknik ve askeri-teknik disiplinlere öncelik veriyordu. Batı’da eğitimi verilmeye başlandıktan kısa bir süre sonra, elektrik, havacılık gibi teknolojik yenilikler hakkında eğitim görmeye giden Osmanlı öğrenciler vardı. Ayrıca, usta-çırak sistemi üzerinden bilgi aktarımı yoluyla mühendis olma olanağı da bulunuyordu. Ehliyetli/diplomalı mühendis olmak, yani meşru görülmek ve ‘tanınmak’ için örgün bir eğitim görmüş olmak anlayışı tartışmasız bir şekilde artmasına rağmen, iş veya kendi
kendini yetiştirme yoluyla deneyim kazanmış mühendisler de, sürecin sonuna kadar kabul görmeye devam ettiler.

Birinci Meşrutiyet’in ve Meclisin kalıntıları üzerine inşa edilen Abdülhamid’in mutlakıyetçi düzeni, özellikle ideolojik tehditler konusunda ihtiyatlıydı. Diğer yandan, daha fazla askerî yenilgi ve toprak kaybını önlemenin gayret-keş çabası içinde, kontrol etme ve yönetmenin modern araçlarının peşindeydi. Teknoloji -bilimin aksine- yönetici elitin faydacıl amaçları için daha uygun bir araç olarak görüldüğü gibi, ideolojik olarak da daha az zorlayıcı telakki edilmiş olabilir. Mühendislerin, on dokuzuncu yüzyıl boyunca oluşan ‘modern, aydın Osmanlı beyefendisi’ gibi daha geniş bir topluluğa ait olma isteğine, yukarıda saydığımız değişimler doğrultusunda edindikleri daha özelleşmiş bilgi anlayışı eklenince, mühendisler, yüzyılın sonuna doğru, bu topluluk içinde fark edilir hale geldi. Bu bilgi, bilimlerle yakından ilişkili görülmesine rağmen, bilimden farklı bir şey olarak algılanıyordu ve ‘uygulama’, bu bilginin ısrarla vurgulan bir öğesiydi. Bu durum elbette, sınırlı yönetici-elit çevrelerin, kavramları ve anlamları kontrol edip sindirerek, bilim söyleminin alt üst edici potansiyelini etkisiz hale getirdiği anlamına gelmez. In the mid-nineteenth century, physicians in the Czech lands could claim neither elite status as a professional group nor unquestioned authority in the medical field. Despite the legal protection granted by the Habsburg Monarchy, they did not have an efficient monopoly on medical authority and practice and had to face fierce competition from lay healers, male and female, and other medical professionals. This article examines how Czech-speaking physicians navigated social dynamics in nineteenth-century society in urban and rural areas and how they strove to strengthen their authority in the medical field both through appeals to their professional credentials and through class and gender discourses. We identify individual strategies of social ascension and collective efforts to boost the standing and authority of the whole professional group. Practices such as socializing in patriotic circles and authoring medical guidebooks for laymen proved as important as publications in the professional press and the work of professional associations in this complex effort, which was eventually crowned with success in interwar Czechoslovakia.

The nineteenth century was a period of ever-expanding government intervention that not only became more intensive, but also encompassed new fields of action. These were to be attended to by expert personnel, expected to be in possession of relevant knowledge and skills, achieved via training (tahsil-i fünûn) from other skilled men or in an institution of education. This drive towards a broader, more intense and specialised government intervention is well reflected in the shifting use of the concept of nafia in the bureaucratic parlance from a broad notion of beneficial and profitable actions to a very specific meaning of “public works” such as infrastructures and urban reforms. My analysis of the conceptual links between fenn-ilm, on the one hand, and nafia, on the other, strives to underline the importance of science for restructuring the state and the economy. While this conceptual interaction first emerged in the realm of government politics, it helped shape the symbolic sphere of economy and indicates the birth of the notion of a ‘national economy’ that no longer was defined by the state and fiscal concerns.

The Ottoman Empire was integrated into European financial markets in the second half of the nineteenth century. During the Crimean War, the Ottoman government turned to foreign loans to fund its state-building policies and military reforms. Britain and France, its allies in that conflict, facilitated this effort, even going so far, exceptionally, as to act as guarantors of the Ottomans’ 1854 bond issue. Accessing the international financial markets via the public debt meant that Ottoman officials had to learn to play by the rules, which were not set in stone but instead were being negotiated in a conflict-laden process. The Ottoman government also had to maintain its international credibility as debtor in the context of a pervasive orientalist discourse in the West that construed the Empire as inherently corrupt and unreliable. El objetivo principal de este artículo es usar tres estudios de caso para reflexionar de forma crítica sobre cómo los ingenieros intervinieron en la transformación de los espacios coloniales del Imperio español y de sus economías, centrándome sobre todo en la época después de la consolidación del régimen liberal. Además de examinar la actuación encauzada por el Estado, tanto de los ingenieros militares, como los ingenieros civiles al servicio del Estado, no dejaré de lado a los hombres nativos de las colonias que estudiaron en el extranjero, y sea como ingenieros, sea como propietarios activos, contribuyeron a la transformación tecnológica de las colonias de Ultramar. En este empeño, los ingenieros tomaron parte en las negociaciones y en los conflictos desplegados en el Ultramar para determinar el encaje de las colonias en el imperio español y en lo que entendían como la "civilización moderna". Junto con los ingenieros foráneos que ejercieron en las colonias españolas en algún momento de su carrera profesional, estos hombres además contribuyeron a integrar estos espacios coloniales en las dinámicas del capitalismo global.

En España, los ingenieros constituyen uno de los ejemplos más importantes de élites profesionales. Su ascenso está estrechamente ligado al proceso de la construcción del Estado. Este artículo primero establece los rasgos principales que han caracterizado la ingeniería como campo de conocimiento y como profesión desde el siglo XVIII. A continuación, ofrece una visión sintética de las paradojas del proceso lento y complejo de la construcción del Estado en España, prestando atención al papel ambiguo que los ingenieros desempeñaron en este proceso y a los límites de su acción. Por último, el texto debate el concepto del ingenierismo, que se entiende como: a) la tendencia de juzgar la intervención pública en términos de promover las obras públicas, y b) como las aspiraciones de los ingenieros al liderazgo socioprofesional y al reconocimiento público de tal liderazgo. El ingenierismo puede entenderse como una construcción social heredera de la representación social decimonónica de una relación estrecha entre las políticas públicas, el cambio técnico y la ingeniería en tal que profesión.

La relación entre los ingenieros y el poder ha sido explorada sobre todo en la producción académica fuera del ámbito hispanohablante, en particular para los casos de Francia y Alemania. No han pasado desapercibidos ni la proliferación de ingenieros entre los partidarios activos del nazismo y fascismo o del islam político, ni tampoco el papel clave que otorgaron a la ingeniería muchos regímenes, desde el absolutismo de Luis XIV o Selim III en los siglos xvii y xviii, pasando por la Francia revolucionaria y otros Estados nación en construcción en el largo siglo xix, hasta los gobernantes comunistas o los reformadores nacionalistas del llamado tercer mundo en el siglo xx. En España, la institucio-nalización de la ingeniería estuvo estrechamente ligada al reformismo absolu-tista, primero, y a la consolidación del régimen liberal más adelante. A finales del siglo xix, los ingenieros lograron situarse en la cumbre en cuanto al poder de intervención y al prestigio social. Perpetuaron esta posición durante la gran parte del siglo xx, haciéndose indispensables para regímenes tan diversos como los Gobiernos de la Restauración en los años después del Desastre, la dictadura de Primo de Rivera, la Segunda República, la dictadura franquista o la monarquía parlamentaria, tanto a la hora de llevar a cabo sus políticas industrializadoras y de intervención territorial, como a la de fomentar la legitimidad de estos regímenes y el prestigio de España en la opinión pública a nivel nacional e internacional.

En la última década del siglo XIX, las élites españolas articularon un discurso de crisis y cambio que se conoce como el regeneracionismo. Postulaba la necesidad vital de transformar radicalmente la política y la sociedad española. El objetivo de los cambios propuestos era triunfar en la competencia internacional y el camino consistía, a grandes rasgos, en interiorizar las bondades de la “civilización moderna” fusionándolas con lo que se consideraban las virtudes tradicionales del carácter español, dejando de lado los rasgos negativos de ambos. En este sentido, el regeneracionismo se inscribía en un discurso transnacional de progreso y decadencia, fomentado por la expansión del nacionalismo y por la pugna por definir y encarnar los criterios de la civilización moderna. En este texto argumento que el discurso regeneracionista español planteó el problema nacional como un problema de virilidad y buscó soluciones a este mal en la recuperación de la hombría a través de la regeneración moral.

En este artículo me inspiro en los enfoques de tres investigadoras, Sommer, Parla y Sierra, para analizar cómo el escritor español Benito Pérez Galdós (1843-1920) construyó a través de varias historias de amor la visión de una España dividida entre el convencionalismo religioso y el progreso científico, entre la ociosidad que lleva a la corrupción moral, y el trabajo útil como pilar de una nueva ética, y lo hizo de forma que, a pesar de las apariencias, resulta todo menos esquemática. Me interesa sobre todo la lectura en clave de género de esta construcción dicotómica. En este sentido, hay que subrayar que el género interviene en las obras de Galdós de dos modos que se alimentan mutuamente: en primer lugar, aparece sistemáticamente para postular y examinar la relación problemática entre las distintas fuerzas ideológicas en España a través de la metáfora de una relación amorosa. En segundo lugar, las obras de Galdós en sí se convierten en un espacio en el que se construyen, se debaten y se redefinen las nociones y las relaciones de género, en interacción íntima con los discursos de la nación y de la civilización. De este modo, estas obras contribuyeron a explorar lo ideal y lo condenable, lo deseable y lo comprensible, lo esperado y lo imaginable en cuanto a las masculinidades y las feminidades en la España del último tercio del siglo XIX.

This article strives to show the diversity and complexity of centuries-long exchanges in the field of engineering between France and the Ottoman Empire as well as of the actors who shaped these relations and were, at the same time, shaped by them. The inter-governmental relations were of utmost importance, but so were individual initiatives as well as the existence of a transnational space of interaction. The communication between actors of different ethnic, religious and linguistic background was facilitated by the existence of common identity patterns, such as French language and the discourse of modern civilization. In this space, new knowledge and skills emerged and circulated, and so did a new technical culture and new professional identity of engineer that had a transnational, even global dimension. This, in turn, further enabled professional communication and collaboration among people of different origins and allegiances and facilitated the success of projects and works of unprecedented size, location and complexity.

Los ingenieros de caminos, integrantes del cuerpo técnico quizá más poderoso de la Administración española y el que mayor presupuesto manejaba, fueron a la vez producto y artífices de la construcción del Estado en la España decimonónica. Su autorrepresentación como defensores desinteresados del bien común fue una constante a lo largo del siglo. Quizá paradójicamente, las propuestas del liberalismo radical tuvieron numerosos partidarios en sus filas: la revista vinculada estrechamente al cuerpo ofrecía un amplio espacio a los promotores de las propuestas laissez-fairistas y, cuando llegaron a desempeñar cargos políticos de alto nivel durante el Sexenio democrático (1868-1874), varios personajes destacados del Cuerpo diseñaron e implementaron legislación y políticas que disminuían la intervención estatal y cedían protagonismo a la iniciativa privada. En este artículo se examinan las visiones del Estado que competían y se combinaban en el discurso de los ingenieros, prestando particular atención a trazar las dinámicas históricas y relacionarlas con los discursos políticos de la época y también con los discursos socio-profesionales de los ingenieros a nivel transnacional.

Resumen: La historiografía sobre el Imperio Otomano es un campo dinámico en el que se despliegan, desde hace muchas décadas, las tendencias historiográficas más fructíferas. Sin embargo, en España parece prácticamente desconocida. A nivel mundial, la situación es bien distinta y las investigaciones desarrolladas dentro de los estudios otomanos enriquecen los debates en la historia comparada y global. Este ensayo bibliográfico se limita a esbozar los temas y debates clave que entran en el campo de la historia contemporánea, es decir, que conciernen al largo siglo xix (teniendo en cuenta que el Imperio Otomano desapareció en 1923). Se centra en asuntos relacionados con el imperio como espacio y forma de organización de relaciones de poder, dejando de lado los temas de historia intelectual, social y cultural, ya que la diversidad de los dominios otomanos hace que una síntesis de este tipo sea prácticamente inabarcable. El ensayo presta especial atención a asuntos y debates que puedan resultar interesantes a los historiadores de España, por ejemplo con el propósito de comparación. After the Young Turk Revolution, engineering journals and associations proliferated in the Ottoman Empire. The analysis of the engineers’ discourse reveals a high degree of consolidation of a professional identity based on expert knowledge. It also shows how the engineers — Ottoman Muslims and non-Muslims as well as foreigners — felt entitled not only to carry out, but also to shape public policies in what they understood as their field of action. This article attempts at unearthing the roots of the engineers’ discourse to the decades that preceded the Second Constitutional Period. Furthermore, it examines the divisions among those who acknowledged one another as an engineer, tracing them along the shifting national and ethno-religious lines. The article argues that, in the Ottoman Empire of the Second Constitutional Period, a transnational community of engineers coexisted, overlapped and clashed with emerging professional communities organised along national lines; lines which were, in turn, also in a process of major redefinition.

The education of Spanish engineers-civil servants became standardised since the 1830s, leaning on institutional precedents dating to the late eighteenth and early nineteenth centuries. Henceforth, studies in a state-run special school constituted an important milestone and unifying element in the careers of these men. The education in special schools not only provided the future engineers with what was considered knowledge necessary for carrying out their professional duties, but it was also supposed to strengthen certain human characteristics desirable in elite civil servants in general, and corps engineers in particular. While some of these elements were introduced with more or less explicit intention to obtain specific results, others seem to have been developed as products of institutional dynamics or were combination of both. One way or another, the contents of engineers’ education, the criteria and methods of selection and evaluation, explicit and unspoken rules of students’ life, all these created very exceptional settings that shaped the young men into a unique profile. I examine how the different mechanisms of selection, evaluation and discipline and other elements of the school life in engineering schools besides the curricula, shaped the young men who studied there into a specific figure of Spanish state engineer, an elite man with a strong corporate (as in “corps”) identity, individual and collective self-confidence and a sense of entitlement to make decisions on behalf of the Nation. The conclusions discuss the exceptional position of Spanish corps engineers within nineteenth-century Spanish governing elites.

Marriage and family were widely debated topics in the final decades of the Ottoman Empire. They were related to the different projects of reform which attempted to save the Empire and restore it to its former glory. In spite of this, major reform of family law did not take place until the very last years of the Empire. Such reluctance had to do with the fact that marriage was traditionally regulated by principles based on the holy texts of each religious community, and any attempt at change meant an open confrontation with the Muslim, Christian, and Jewish religious establishments. It was only after the Young Turk Revolution that a cautious transition from divine law to legislative activity based on reason took place. While the Decree on Family Law of 1917 based its rulings concerning Muslim marriage on Islamic law, it made flexible use of different interpretations of the Sharia. The choice among these different scholarly opinions was justified by reference to the need for change, stemming from the negative experience of previous arrangements, as well as from the recognition that change was also taking place outside the Empire. The more important novelties this short-lived, but highly interesting, legal document introduced included the age of marriage and limits on polygamy.

et la construction d’un modèle espagnol du génie. On analysera les débuts
hésitants et contestés de l’introduction des politiques de fomento (aménagement)
par les réformateurs du Siècle des Lumières. On examinera ensuite le
processus de consolidation, pendant les décennies suivantes, d’une organisation
particulière d’administration des travaux publics, marquée par son
caractère centralisé et par le monopole exercé par l’État, et qui se présente
comme un produit hybride, point de rencontre entre l’influence exercée par le
modèle français des travaux publics et les dynamiques locales. On n’oubliera
pas d’évoquer les critiques adressées à ce modèle ainsi que les contre-propositions
dont il a fait l’objet, à partir d’autres expériences étrangères, l’organisation
britannique des travaux publics en particulier. Enfin, on analysera la

This lecture examines the possibilities of a comparative analysis of the interaction between technical and scientific knowledge, on the one hand, and the state building, on the other. In particular, it dwells on the comparative research and analysis of the engineering in Spain and in the Ottoman Empire. Darina Martykánová explains why she has chosen to compare these two countries, and discusses the differences and similarities between them. She proceeds to the results of the comparative analysis, outlining key issues that have appeared from the comparison. In this context, special attention is paid to the discussion of the compatibility of a transnational and comparative perspective.

El objetivo principal de este artículo es usar tres estudios de caso para reflexionar de forma crítica sobre cómo los ingenieros intervinieron en la transformación de los espacios coloniales del Imperio español y de sus economías, centrándome sobre todo en la época después de la consolidación del régimen liberal. Además de examinar la actuación encauzada por el Estado, tanto de los ingenieros militares, como los ingenieros civiles al servicio del Estado, no dejaré de lado a los hombres nativos de las colonias que estudiaron en el extranjero, y sea como ingenieros, sea como propietarios activos, contribuyeron a la transformación tecnológica de las colonias de Ultramar. En este empeño, los ingenieros tomaron parte en las negociaciones y en los conflictos desplegados en el Ultramar para determinar el encaje de las colonias en el imperio español y en lo que entendían como la «civilización moderna».
