Resumen de (In)sustainable development - Analyzing the use of the financial compensation for exploration of mineral resources (CFEM) in Canaã dos Carajás (Pará, Brazil)

  • This study explores the management of the Financial Compensation for the Exploitation of Mineral Resources (CFEM) in Canaã dos Carajás, Pará, Brazil, focusing on its alignment with sustainability principles and transparency. The research addresses whetherthe CFEM funds have been invested in strategic and priority areas to foster development and social welfare in the short, medium, and long term, in compliance with legislation. The methodology includes an analysis of sections of the Brazilian Federal Constitution of 1988, specific CFEM legislation, the Annual Budget Law of Canaã dos Carajás, and technical reports from universities and social movements. The findings reveal that a substantial portion of CFEM is misallocated to administrative expenses rather than strategic, sustainable investments, which contradicts both federal and state laws regulating CFEM usage. This mismanagement highlights the missed opportunities for fostering economic and social development in critical areas for sustainability, such as health and education. The study underscores the alarmingly low investment in education and health services, areas crucial for human and social development foundational for reducing poverty and improving quality of life. The paper concludes with recommendations for implementing more effective control mechanisms and promoting a culture of accountability in resource management. It emphasizes the importance of active participation from civil society, academia, and legal operators in ensuring transparency and adherence to sustainable practices. Ultimately, the study argues that responsible and transparent governance is essential for realizing the potential benefits of mining for regional development, advocating for a sustainable and equitable management of CFEM resources.
