Resumen de Congresos fragmentados y limitación de facultades constitucionales: os efectos del sistema de partidos peruano entre 2001 y 2016

La presente investigación analiza el impacto del sistema de partidos peruano en el fun-cionamiento del Congreso en cuanto a su uso de facultades constitucionales y sus funcio-nes de control político y creación legislativa para el período 2001-2016. Durante este tiempo se sucedieron tres presidentes con minoría parlamentaria, una creciente atomización par-lamentaria y un sistema de partidos que en definitiva debe ser considerado de muy baja institucionalización. A través del análisis de la actividad legislativa y de la capacidad de in-cidencia del ejecutivo en ella, se estima una limitación en las funciones de ambos poderes, especialmente del Congreso, por la incapacidad para sacar adelante mayorías alternativas con una misma agenda política. Sin embargo, no se identifica una clara intencionalidad obstruccionista ni reaccionaria por parte de la Cámara, aunque sí tendente a alejarse de la agenda política gubernamental.

This study analyzes the impact of the Peruvian party system on the functioning of Con-gress in terms of its use of constitutional powers and its functions of political control and legislative creation for the period 2001-2016. During this time, there were three presidents with a parliamentary minority, a growing parliamentary atomization, and a party system that ultimately had to be considered of very low institutionalization. Through the analysis of the legislative activity and the capacity of the executive to influence it, a limitation in the functions of both powers is estimated, especially of Congress, due to the inability to bring forward alternative majorities with the same political agenda. However, there is no clear obstructionist or reactionary intentionality on the part of the house, although it tends to distance itself from the government's political agenda.
