    El sistema internacional se encuentra en un momento histórico de cambio y reacomodación. La tendencia global parece mostrar que el futuro cercano estará marcado por la acción de grandes potencias en confrontación, aunque conectadas a través de una compleja red de vínculos comerciales, tecnológicos y sociales. A su vez, los demás actores constituidos en grandes bloques regionales buscarán marcar su autonomía para actuar de forma independiente según sus intereses particulares. En este periodo de cambio y readaptación del sistema internacional, América Latina enfrenta numerosos desafíos. El primero de ellos es definir su propia presencia internacional y la estrategia para actuar y defender sus intereses en diferentes ámbitos. Este documento analiza las oportunidades y riesgos de la región en un periodo de cambio o «interregno»; la tensión entre sus desafíos de seguridad y la política internacional de seguridad; las perspectivas económicas y estratégicas de sus riquezas naturales; el acceso a la inversión y el crédito internacional y, finalmente, su rol en la agenda global de sostenibilidad y adaptación al cambio climático.

    The international system is at a historic moment of change and readjustment. The global trend seems to show that the near future will be marked by the action of great powers in confrontation, although connected through a complex network of commercial, technological and social links. The other actors constituted in large regional blocs, in turn, will seek to mark their autonomy to act independently according to their particular interests. In this period of change and readjustment of the international system, Latin America faces many challenges. The first is to define its own international presence and the strategy for acting and defending its interests in different areas. This document analyses the opportunities and risks of the region in a period of change or “interregnum”; the tension between its security challenges and international security policy; the economic and strategic perspectives of its natural wealth; access to investment and international credit and, finally, its role in the global agenda of sustainability and adaptation to climate change.
