    The revolution of April 25, 1974 and the subsequent MFA Program presented by General António de Spínola in the following day, opened the door to the Portuguese democratic transition and determined the fundamentals of its initial political-normative nucleus. Thus, in view of the need for a new electoral law, a discussion about the electoral system began, which extended from the rules for elections to the Constituent Assembly to constitutional norms. Despite the existence of convergence around the electoral system of proportional representation, the discussion in the Constituent Assembly was marked by the debate about the constitutional protection of the D’Hondt method represented in a confrontation, more pragmatic than ideological, between the larger parties and the more and which led to the inclusion in paragraph 1 of article 155 of the Constitution of the Portuguese Republic of the reference to the highest average method of Hondt.

    A revolução de 25 de Abril de 1974 e o subsequente Programa do MFA apresentado pelo General António de Spínola no dia seguinte, franquearam as portas para a transição democrática portuguesa e determinaram o fundamental do seu inicial núcleo político-normativo. Assim, em face da necessidade de uma nova lei eleitoral deu-se início a uma discussão acerca do sistema eleitoral que se estendeu das regras para as eleições para a Assembleia Constituinte até às normas constitucionais. Apesar da existência de convergência em torno do sistema eleitoral de representação proporcional, a discussão na Assembleia Constituinte ficou marcada pelo debate acerca da constitucionalização do método de D'Hondt representada num confronto, mais pragmático do que ideológico, entre os partidos maiores e os partidos mais pequenos e que conduziu à inclusão no n.º 1 do artigo 155.º da Constituição da República Portuguesa da referência ao método da média mais alta de Hondt.
