Resumen de Os Açores e a Europa: ultraperiferia, autonomia e subsidiariedade

Desde a gênese do pensamento europeu açoriano, passando pela conquista da autonomia político-administrativa e com a entrada de Portugal na Comunidade Europeia, a Região Autónoma dos Açores tem empreendido um significativo percurso de integração europeia, onde também sobe inspirar outras ilhas e arquipélagos nos seus processos de emancipação política. Pretendemos explorar esse percurso na articulação de três conceitos: a autonomia; a ultraperiferia, em que a luta política das regiões e ilhas da Europa, destacando o papel dos Açores, conduziu à consagração do estatuto de ultraperiferia e a subsidiariedade entre o centro e as periferias, reforçada no Tratado de Lisboa. A metodologia seguida é a revisão bibliográfica dos contributos pertinentes à temática, equacionando as potencialidades e desafios que os Açores hoje enfrentam, para concluir que a fértil articulação da autonomia com a subsidiariedade, no atual quadro jurídico-político europeu, possibilita, para além do desenvolvimento interno, uma nova centralidade da Região na política internacional.

Since the genesis of the Azorean European thought, through the conquest of political-administrative autonomy and with Portugal's entry into the European Community, the Autonomous Region of the Azores has undertaken a significant journey of European integration, where it also inspires other islands and archipelagos in their processes of political emancipation. We intend to explore this path in the articulation of three concepts: autonomy; ultraperiphery, in which the political struggle of the regions and islands of Europe, highlighting the role of the Azores, led to the consecration of the status of ultraperiphery; and subsidiarity between the center and the peripheries, reinforced in the Lisbon Treaty. The methodology followed is a bibliographic review of relevant contributions to the subject, equating the potential and challenges facing the Azores today, in order to conclude that the fruitful articulation of autonomy with subsidiarity, in the current European legal and political framework, enables, in addition to internal development, a new centrality for the region in international politics.
