Resumen de Relaciones civiles‐militares y militarización en México

En el presente ensayo se argumenta que el modelo de relaciones civiles-militares en México no ha sufrido grandes cambios desde la Revolución Mexicana hasta la actualidad. Tras hacer una revi- sión de fuentes secundarias se concluye que dicho modelo se caracteriza por la subordinación de los militares exclusivamente al presidente y comandante supremo de las Fuerzas Armadas (FFAA), gozan- do de autonomía o dominando otras parcelas del poder civil. Si bien no se ha producido un cambio de modelo, sí es cierto que determinados rasgos del mismo (como la autonomía de los militares, la escasa rendición de cuentas y la impunidad) se han visto alterados como consecuencia del progresivo aumento de la militarización, tanto directa como indirecta. Se cree que el presidente no podría cam- biar en tan corto periodo un modelo de relaciones civiles-militares que se encuentra vigente desde hace décadas, pero sí tiene la capacidad de comenzar a desmilitarizar el país. No obstante, no hay indicios de que esto vaya a ocurrir en el corto y medio plazo.

In this essay it is argued that the civil-military relations model in Mexico has not undergone major changes since the Mexican Revolution until today. After making a review of secondary sources, it is concluded that this model is characterized by the subordination of the military exclusively to the president and supreme command- er of the Armed Forces, enjoying autonomy or dominating other areas of civil power. Although there has not been a change of model, it is true that certain features of the model (such as the autonomy of the military, poor accountability and impunity) have been altered as a result of the progressive increase in militarization, both direct as indirect. It is believed that the president could not change in such a short period of time a model of civil-military relations that has been in force for decades, but he does have the ability to begin to demilitarize the country. However, there is no indication that this will happen in the short and medium term.
