Resumen de Equipos conjuntos de investigación en la lucha contra la trata de personas: Experiencia paraguaya y española

  En la presente investigación tiene por objetivo comprender en que consiste la herramienta de equipos conjuntos de investigación, en adelante ECI, para lo cual se realiza una descripción del concepto, características, como se conforman. Asimismo se describen los beneficios obtenidos a partir de su aplicación como herramienta eficaz en la lucha contra la trata de personas. Se destaca el valor del trabajo entre países que permiten contrarrestar este tipo de hechos, donde la mayor parte de las víctimas se encuentra en estado de vulnerabilidad. La Trata de personas es un crimen transnacional que afecta a más de un Estado, se deben implementar mecanismos que permitan trabajar con equipos integrados por operadores de justicia que intervienen en este tipo de hechos punibles. Actualmente la unidad especializada de trata de personas ha realizado varios operativos conjuntamente con España donde se han conformado ECI, obteniendo resultados positivos como ser operativo toblerone, chipa entre otros, que se describen en el presente trabajo. Experiencias que permiten concluir en la necesidad de conocer y aplicar este tipo de herramientas para el esclarecimiento de los hechos punibles.

  This paper aims to comprehend the meaning of Joint Investigation Team, JIT onwards. To achieve that, this study describes the concept, characteristics, and how they are put together. Also, it details the benefits obtained after its implementation as an effective tool in the fight against human trafficking. The paper also highlights the valuable work between the countries that enable to counteract this type of crime, whose victims are in vulnerable situations. Human Trafficking is a transnational crime that affects more than one State, the fight against it requires machanisms that enable to work in teams made up of justice workers who take action against this complex type of crime. Currently, the Specialized Division for the fight against Trafficking in Humans has conducted several joint operations with spanish authorities, within the framework of a JIT, that delivered positive results, some of these operations were the toblerone, chipa, among others, which are described in this paper. These experiences are the evidence for the need to know and apply this type of tools for the prosecution of the crimes.
