  La inestabilidad constitucional en Marruecos es el reflejo de problemas que afectan la distribución y el ordenamiento del poder. En el centro de esta dinámica, el parlamento es una de las instituciones que más cambios ha sufrido tanto en su estructura como en sus competencias. La última reforma constitucional de 2011 no fue una excepción a esta regla. En este artículo, presentaremos los avances y las limitaciones que ha revelado el ejercicio del poder monárquico, gubernamental y parlamentario en los últimos diez años. Se trata de comprobar si la naturaleza del régimen tiende a limitar el alcance de esta dinámica, habida cuenta de la preeminencia del Rey y de los poderes limitados pero variables del gobierno.

  L’instabilité constitutionnelle au Maroc traduit de véritables enjeux de pouvoir. Au cœur de cette dynamique, le parlement est une des institutions qui a connu le plus de changements tant au niveau de sa structure que ses attributions. La dernière réforme constitutionnelle de 2011 n’a pas dérogé à la règle. Dans cet article, nous présenterons les avancées et les limites que révèlent l’exercice du pouvoir monarchique, gouvernemental et parlementaire au cours des dix dernières années. Il s’agira de vérifier si la nature du régime tend à limiter l’ampleur de cette dynamique eu égard à la prééminence du Roi et aux pouvoirs du gouvernement, limités certes mais variables.

  The constitutional instability in Morocco reflects real power issues. At the heart of this dynamic, the parliament is one of the institutions that has undergone the most changes in terms of both its structure and its powers. The last constitutional reform of 2011 was no exception to the rule. In this article, we will present the advances and limitations revealed by the exercise of monarchical, governmental and parliamentary power over the past ten years. The aim is to verify whether the nature of the regime tends to limit the extent of this dynamic in view of the pre-eminence of the King and the limited but variable powers of the government.
