  En este texto se analizan datos de tres periodos legislativos distintos de los últimos años, en los que la fragmentación del Congreso ha incidido profundamente en la actividad legislativa de las Cortes Generales. Se subraya la drástica reducción de la actividad legislativa de las Cortes sobre todo en comparación con el simultáneo crecimiento del número de decretos-leyes. Los resultados del estudio deben hacernos reflexionar sobre la preservación del papel del Parlamento y de sus funciones esenciales en el nuevo escenario de partidos.

  This text analyses data from three different legislative terms in the Spanish Cortes Generales, in which the fragmentation of Congress had an important impact on the legislative activity of the Cortes Generales. The reduction of the legislative activity of the Cortes is highlighted, especially in comparison with the simultaneous growth in the number of decree-laws. The results of the analysis should make us reflect on the role of the Parliament and its essential functions in the new scenario of the party system in Spain.
