La linguisticidad de la planificación del desarrollo sostenible desde los sistemas complejos adaptativos

    Explorar los fundamentos teóricos que conducen a comprender la planificación del desarrollo sostenible desde la universalidad lingüística y de la complejidad, constituye, el propósito de esta investigación, cuyo tratamiento metodológico fue de tipo documental, desarrollado a partir de la revisión bibliográfica de los textos de autores entre los que destacan: López y García (2011), Castellano (2008), Prigogine y Stengers (1997), Maldonado y García (2011), entre otros. Los resultados indican que la relación fundamental entre lenguaje y planificación está dada en que el objeto del lenguaje abarca el horizonte de la planificación orientando los cauces, el camino para conformar el orden y la estructura de su propio proceso, por medio de la mediación lingüística del hombre consigo mismo y con su entorno lo que hace posible el encuentro para el consenso, al momento de elegir la agenda de acción y los medios adecuados en la búsqueda del horizonte colectivo.

    Finalmente se concluye que, la nueva planificación del desarrollo sostenible, entendida como una planificación emergente, dialógica, irreversible y recursiva, conviene partir del qué, para buscar el cómo, por medio de un proceso relacional y dialógico. Este proceso llevado a cabo desde una perspectiva lingüística intenta fortalecer la participación y mejorar la reflexión estratégica orientada hacia la integración de métodos, instrumentos y técnicas de planificación; proceso que, al mismo tiempo, se caracteriza por ser de naturaleza flexible y adaptable a la estructura y condiciones iniciales del sistema. Por consiguiente, la universalidad lingüística, se manifiesta en la capacidad del ser para expresar y poner al descubierto una dimensión totalmente nueva mediante la mediación; y así, los planteamientos y punto de partida adquieren la dimensión de un planteamiento universal una vez consagrado el acuerdo y consenso colectivo en relación al horizonte deseado y la agenda de acción.

    Exploring the theoretical foundations that lead to understand the planning of sustainable development from linguistic universality and complexity constitutes this investigation purpose, whose methodological treatment was documentary, developed from the bibliographic review of authors’ texts among those stand out: López and García (2011), Castellano (2008), Prigogine and Stengers (1997), Maldonado and García (2011), and others. The results indicate that the fundamental relationship between language and planning is given in that the language´s object include the planning horizon, orienting the channels, the way to conform the order and structure of its own process, through the linguistic mediation of the Man with himself and with his environment that makes possible the meeting for consensus, when choosing the diary action and the appropriate means in the search of the collective horizon. Finally, it is concluded that the new planning of sustainable development, understood as an emergent, dialogical, irreversible and recursive planning, it is convenient to start from to look for the how through a relational and dialogical process.

    This process, carried out from a linguistic perspective, try to fortify the participation and improve strategic reflection oriented towards the integration of methods, instruments and planning techniques; process that, at the same time, is characterized by being flexible in nature and adaptable to the structure and initial conditions of the system. Therefore, linguistic universality manifests itself in the capacity of the being to express and reveal a totally new dimension through mediation; and thus, our planning and starting point acquire the dimension of a universal planning once the agreement and collective consensus regarding the horizon and the diary action are established.
