    La construcción de la nueva Base Naval en la isla de Tierrabomba, en la bahía de Cartagena, ha generado tensiones sociales entre la comunidad y las instituciones a cargo del proyecto. Las causas son la débil participación que manifiestan tener los habitantes al no ser involucrados en la concertación de los objetivos de la obra y los temores que tienen ante la transformación social, ambiental y cultural que vivirán las comunidades cuando esta se materialice. Este estudio plantea una propuesta de interacción entre instituciones y comunidad para facilitar la participación de esta en la planeación y ejecución del proyecto, bajo los fundamentos conceptuales de gobernanza ambiental y percepciones comunitarias. Se parte de la premisa de que todo proyecto que pretenda fomentar el desarrollo humano sostenible de una comunidad, debe hacerlo a través de la gobernanza e inclusión comunitaria, generando acuerdos que surjan del dialogo entre los actores involucrados.

    The construction of a new navy base on the island of Tierrabomba, on the bay of Cartagena, has created social tensions between the community and the institutions responsible for the project. This is due to the low participation perceived by the community in planning the objectives of the project and its fears about the social, environmental and cultural changes that it will undergo as a result of the new facilities. The purpose of this paper is to develop a proposal for the interaction between institutions and community to facilitate the participation of the latter in the planning and execution of the project, under the conceptual foundations of environmental governance and community perceptions. Our premise is that any plan to promote sustainable human development in a community must do so through governance and community inclusion, generating agreements through a dialogue between those involved.
