Resumen de Cierre deliberativo y miedo al desborde en la participación ciudadana de los Foros Locales del Ayuntamiento de Madrid

  Dentro de los diversos procedimientos para la participación ciudadana que han puesto de manifiesto los “Ayuntamientos del cambio”, los Foros Locales de Madrid fueron una propuesta presencial de participación ciudadana que ha tenido sus tensiones con las anteriores formas de participación. Por un lado, con el llamado cierre deliberativo, donde se esperaba una apertura entre la diferenciación de la política y la sociedad civil se descubre un cierre inherente a la separación entre administración y sociedad en la teoría deliberativa (Ganuza y Francés, 2012: 170). Por otro lado, con un reglamento que se interpreta como una restricción que limita y pone las condiciones para la participación más que como un incentivo para crear nuevos espacios y canales de participación, evidenciándose la existencia de un cierto miedo “al desborde” (Villasante, 2017: 151) anclado a los procesos burocráticos e institucionales de las Juntas Municipales de Distrito. El objetivo de este trabajo es hacer un repaso a los principales conflictos que aparecieron en torno a la participación de los Foros Locales: las expectativas, el funcionamiento y la relación con la Administración.

  Within the various procedures for citizen participation that have been manifested by the "City Councils of change", the Madrid Local Forums are a face-to-face proposal for citizen participation that has had its tensions with the previous forms of participation. On the one hand, with the so-called deliberative closure, where an opening was expected between the differentiation of politics and civil society, an inherent closure is discovered in the separation between administration and society in deliberative theory (Ganuza and Francés, 2012: 170).

  On the other hand, with a regulation that is interpreted as a restriction that limits and sets the conditions for participation rather than as an incentive to create new spaces and channels for participation, evidencing the existence of a certain fear "of overflow" (Villasante, 2017: 151) anchored to the bureaucratic and institutional processes of the District Municipal Boards. The aim of this paper is to review the main conflicts that have arisen around the participation of Local Forums: expectations, organization and the relationship with the Administration.
