A finales de los años sesenta, el movimiento ambientalista tuvo presencia a nivel mundial con un mensaje claro, el ambiente planetario se encontraba en peligro creciente y con ello la existencia y el bienestar de la humanidad. Movimientos culturales promovidos por los jóvenes de todos los países, tenían como bandera la defensa incondicional de la paz y del ambiente en su conjunto, contexto que permitió promulgar en Estados Unidos de América la Ley Nacional de Política Ambiental (1969) que impulsaba la conservación del ambiente y se estableció el Consejo sobre la Calidad Ambiental ligado directamente a la oficina Presidencial. De igual manera se lleva a cabo la Conferencia de Naciones Unidas sobre el Medio Ambiente Humano organizada por la ONU entre el 5 y el 16 de junio de 1972.

At the end of the sixties, the environmental movement had a worldwide presence with a clear message, the planetary environment was in increasing danger and with it the existence and well-being of humanity. Cultural movements promoted by young people from all countries, had as their flag the unconditional defense of peace and the environment as a whole, a context that allowed the enactment in the United States of America of the National Law of Environmental Policy (1969) that promoted the conservation of the environment and established the Council on Environmental Quality linked directly to the Presidential office. In the same way, the United Nations Conference on the Human Environment organized by the UN takes place between June 5 and 16, 1972.
