El concepto de seguridad ha cambiado profundamente. El escenario es ahora global pero también local. Los riesgos se han diversificado y los actores participantes se han multiplicado. Se trata de una seguridad humana, inteligente y cooperativa. España se ha igualado a otras naciones de su entorno, plasmando esta nueva filosofía en la Estrategia Española de Seguridad. El presente trabajo pone de manifiesto el llamamiento del Estado a toda la sociedad a través de sus distintos agentes, para que cada uno asuma su responsabilidad en materia de seguridad. Las ONG son el tipo fundamental de organización social en España. La pregunta es si estas organizaciones están preparadas para asumir dicha responsabilidad.

The concept of security has changed deeply. The stage is now global but local. The risks have diversified and the actors involved have multiplied. This is a human, intelligent and cooperative security. Spain has reached other nations in shaping this new philosophy in the Spanish Security Strategy. This paper reflects the State's appeal to the whole society through its agents, to assume their responsibility for security. NGOs are the main social organization in Spain, which emphasizes volunteering. The question is whether these organizations are prepared to assume this responsibility in the security field.
