Royal National Lifeboat Institution (RNLI) rescue vessels are subject to extremely hazardous conditions,requiring unique safety and reliability standards to be achieved. At present safety decisions are based largely on the experience of the designers, expressed in a semi-formal way. With the increasing complexity and sophistication of lifeboats, dangers are inherent in this approach: as well as incurring costs caused by having excess redundancy, it is possible that certain scenarios may be overlooked, possibly leading to catastrophic consequences. As such, there is a need to incorporate safety aspects from the initial design stages. This paper investigates the development of a procedure dedicated to design for safety and describes its practical application to the lifeboat design process through the creation of a lifeboat formal safety assessment tool.
