    Este artículo se enfoca en el uso de la evaluación ex ante por la legislatura (estudio pre-legislativo). Comienza presentando un breve resumen de la normativa existente en España en materia de evaluación ex ante que concierne al Ejecutivo para luego adentrarse en el uso de la evaluación ex ante por Parlamento británico. Señala sus antecedentes, revisa su uso actual e ilustra su funcionamiento con un caso en concreto. Finalmente, plantea si esta herramienta podría ser adaptada para las Cortes Generales.

    This article focuses on the use of ex ante evaluation by the legislature (prelegislative scrutiny). It opens with a brief summary of the law in Spain on ex ante evaluation that deals with the Executive and then examines the use of prelegislative scrutiny by the British Parliament. It starts with its background, introduces the current use of pre-legislative scrutiny and uses an example to illustrate how it works. Finally, it suggests whether this tool could be adapted and be used by the Spanish legislature.
