The work of developing a language and reading programme in a bilingual country where the native tongue is now the minority language is described. The context of the Welsh teaching situation is outlined drawing attention to the fact that Welsh‐medium teaching includes children from different linguistic backgrounds. The implications of teaching children to read through the medium of Welsh as a mother‐tongue for some and as a second language for others, are examined. An account is given of the production, trial, and development of the materials before their final publication.
