Industria cerámica emisora de flúor, justificación de una actuación del gobierno, planteamiento de posibles medidas y análisis de su impacto (primera parte)

    El sector de la cerámica es de gran importancia en España pero también contaminante, entre otros aspectos por la emisión de Flúor a la atmósfera. Los diferentes estudios realizados a lo largo de los años permiten comprender como minimizar las emisiones y recientemente ha surgido nueva tecnología que permite abaratar costes y permite aplicar los conocimientos adquiridos. Veremos también como la actividad genera una externalidad negativa, se produce pues ineficiencia y se hace necesaria la intervención del gobierno al no poder aplicarse Coase. Al mismo tiempo, los gobiernos disponen de instrumentos para internalizar estas externalidades que pueden ser de diferentes tipos (impuestos al output, al input, impuestos fijos, subvenciones fijas, subvenciones variables, permisos negociables, entre otras). En el artículo analizamos algunas de las posibles medidas y su impacto en el sector a corto y a largo plazo.

    The sector of the ceramics is of big importance in Spain but also pollutant, between other aspects for the Fluorine emission to the ambience. The different studies realized throughout the years allow to understand how to mini-mize the emission and recently there has arisen new technology that allows to low the price of costs and allows to apply the acquired knowledge. We will see also as the activity generates a negative externalidad, inefficiency takes place so and the intervention of the government becomes necessary on not having been able to be applied It cograsps. At the same time, the governments arrange of instruments for internalizar these externalidades that can be of different types (imposed on the output, on the unputt, fixed taxes, fixed subsidies, variable subsidies, negotiable permissions, between others). In the article we analyze some of the possible measurements and its impact in the sector to short and long-term.
