This note discusses the recent book by Pierre Rosanvallon, "Le bon gouvernement", concerning not only good government but also citizens and democracy. The author argues that it is necessary to speak again about administration, however avoiding the technical and subordinate conception to which it was reduced. An active role of the citizen within the administrative procedure would lead to a substantial democratization of the function of government, thus increasing the citizens' participation at the local level as the base of a federalism that could also face globalization.
