Proyectos espaciales en la América hispana en el último tercio del siglo XVIII: Economía política y ordenación del territorio

      Los poderes administrativos españoles estaban divididos y seguían basándose en el modelo del viejo reino hasta que en 1765 se propone un nuevo marco de reflexión especial, guiado por criterios económicos. Segregando ciertas áreas de los reinos, en la administración de Sierra Morena (siguiendo a Cantillón y Forbonnais) se empleó un criterio de ordenación de las Nuevas Poblaciones de carácter cualitativo y no cuantitativo, basándose en la distancia entre los nuevos asentamientos así como en un programa estricto que definía sus necesidades y recursos. En los casi treinta núcleos de población construidos se empleó solamente un tipo residencial, propuesta que sirvió de punto de partida a los nuevos proyectos concebidos durante el último tercio del s. XVIII en Latinoamérica que pueden encontrarse no sólo en el mandato como Visitador de Gálvez en México, sino también en la ordenación de la costa del Pacífico, en la Costa de los Mosquitos y al sur del Río de la Planta en un momento en que Buenos Aires era un enclave de gran importancia. En otras palabras, la segunda parte del trabajo intenta rastrear un tema inexplorado: si los movimientos de independencia de las Nuevas repúblicas requirieron un modelo territorial propio o si, por el contrario, sus responsables pusieron en marcha sus proyectos metropolitanos no desde un punto de vista militar sino buscando la generación de riqueza.

      The Spanish administrative powers were divided and based in the old kingdom, until in 1765 a new, more economically-based set of spatial concerns was proposed. Segregating certain parts of the kingdoms, in the administration of Sierra Morena (following Cantillón and Forbonnais) a qualitative and not quantitative ordering of the Nuevas Poblaciones which was based on the distance between them as well as a strict Program that defined their needs and resources. In the almost thirty population nuclei constructed there was used only one type of housing and that proposal was the point of departure for the new projects conceived during the last third of the eighteenth century in Latin America which are seen not just in the Visit Gálvez made to Mexico but also in the ordering of the Pacific coast, on the Mosquito coast and to the south of the Río de la Plata during a moment when Buenos Aires was a place of great importance. In other words, the second part of the intervention would seek to reflect on an unexplored topic: if the independence movements of the new Republics required a territorial model or, instead, those in charge carried out the Metrópolitan projects that stemmed not from military conquests but from the desire to generate wealth.
