Increasing urbanization made rendering of animal offal a biting problem. Growing insight into processes of disease and decay and the steady improvements in rendering offal with heat under pressure led to rendering on an industrial scale. Legislation in this area came remarkably late and when realized at last in 1922 was still vague and drafted in general terms. It was not until the middle of the century that the process of rendering became defined and its goals set as making offal harmless, with useful products as an outcome. Because of the BSE crisis the latter goal came under pressure late in the century. In the 19th century numerous knackers carried on the rendering industry in the Netherlands as small traders. During the 20th century, there gradually grew out of these small scale businesses a large industrial concern with two different plants.

Jager-verzamelaars lieten de onbruikbare en niet versleepbare delen van hun jachtbuit in de natuur achter. De resten daarvan komen we nauwelijks meer tegen maar in afvalhopen van neolithische nederzettingen worden regelmatig dierlijke botresten gevonden. Hoe meer mensen bij elkaar woonden hoe groter de hoeveelheid rottend en stinkend dierlijk afval binnen een woongemeenschap werd. Dit probleem werd aanvankelijk informeel opgelost maar naarmate nederzettingen uitgroeiden tot steden met een door hun verdedigingsmuren beperkt areaal, ontstond er wetgeving metdwingende voorschriften.
