Resumen de El comportamiento contravencional del barranquillero y su actitud frente a las normas policivas

Este artículo presenta parte de los resultados de una investigación realizada en la ciudad de Barranquilla (Colombia), con el objetivo de interpretar sociológicamente el comportamiento contravencional de los barranquilleros a partir de la actitud ciudadana frente al ordenamiento mismo, y de esta forma establecer la eficacia jurídica de las normas policivas como estatuto de convivencia ciudadana. Se analiza el Derecho de Policía desde la perspectiva social pero teniendo en cuenta que como conjunto de normas que es, tanto nacionales como departamentales y distritales, se encarga de regular, por un lado, la función del Estado orientada a asegurar su existencia en el orden interno y a proteger la integridad de las personas en su vida, honra y bienes y, por otra parte, la conducta humana con el fin de evitar el abuso de la libertad en perjuicio de la colectividad y del ejercicio de los derechos de todos.

This article offers part of the results of a research developed in the city of Barranquilla (Colombia) with the aim of interpreting the contravening behaviour of Barranquilleros from a sociological point of view, starting with the citizen's attitude towards ordering itself and this way establish the juridical efficacy of the police norms such as the citizen living together statute. The Police Law is analyzed from the social perspective but having into account that as it is a set of norms at national, departmental and district level it is in charge of regulating both the state function oriented to assure its existence in the internal order and to protect the people's integrity in their lives, honour and property and on the other hand regulate human behaviour with the aim of preventing the abuse of liberty in detriment of the collective and the exercise of the rights of others.
