  The rights of nations: possible foundations of a normative theory of nacionalism [JOSEP MARIA COLL] In The rights of nations: possible foundations of a normative theory of nationalism, Dr. Josep Maria Coll, president of the Institut d'Estudis Humanístics Miguel Coll i Alentorn, expounds some of the most outstanding contributions of the recent debate of the political theory of the legitimacy of nationalism. While many believe that nationalism is the representation of a particularism that is hostile to cosmopolitism, so do many believe that nationalism is the doctrine that renders it possible to plot the perimeter of democracy, and for this reason there seem to be no reasons to continue to recognise some national identities at the expense of others. There is no doubt that hostility towards nationalist movements has been chronic, and in this regard democratic liberalism has historically evinced a rotund hostility towards nationalist movements. The desire to underpin nationality with objective cultural characteristics is understandable, and is often an outstanding element of nationalist discourses. Nevertheless, this pretension may very probably be unfounded. The conclusion is that the culturalist argument fails. However, the arguments of constitutional patriotism are likewise weak, because the foundations that afford cohesion to democratic political communities are not addressed seriously.

Si molts han estat els que consideren que el nacionalisme constitueix la representació d'un particularisme hostil al cosmopolitisme, no són menys els que opinen que el nacionalisme constitueix la doctrina que permet traçar el perímetre de la democràcia, i, per aquesta raó, no sembla que hi hagi motius per continuar reconeixent unes identitats nacionals en detriment d'altres. Certament, les hostilitats cap els moviments nacionalistes han estat cròniques i, en aquest sentit, el liberalisme democràtic ha demostrat històricament una hostilitat contundent enfront dels moviments nacionalistes. El desig de basar la nacionalitat en característiques culturals objectives és comprensible, i sovint constitueix un element destacat dels propis discursos nationalistes. No obstant això, és molt probable que aquesta pretensió sigui infundada. La conclusió és que l'argument culturalista fracassa. Tanmateix, aquells arguments de patriotisme constitucional són, també, febles perquè no es plantegen seriosament les bases que fan possible la cohesió de les comunitats polítiques democràtiques.
