El segundo semestre de 2005 ha podido significar una ligera recuperación en la crisis provocada por los "noes" a la Constitución Europea de Francia y Holanda y los fracasos en las negociaciones financieras, ya que la presidencia británica consiguió, in extremis, el acuerdo de los Veinticinco sobre estas Perspectivas Financieras de 2007-2013.
Y, aunque los problemas de fondo no se han despejado, el acuerdo entre los líderes europeos fue finalmente posible, y se han iniciado dos nuevos e importantes procesos de negociación de Adhesión a la Unión, de Turquía y de Croacia.
Por su parte, las instituciones comunitarias han seguido tomando decisiones relevantes.
Destacan la subida de un cuarto de punto de los tipos de interés decidida por el Banco Central Europeo en diciembre y las nuevas actuaciones de la Comisión para garantizar la libre competencia en el Mercado Único, ya sean contra los abusos de posición de dominio de las grandes corporaciones o contra las Ayudas de Estado consideradas incompatibles con el Mercado Interior.
El excesivo peso de los intereses nacionales frena e impide nuevos avances integradores, lo mismo que el distanciamiento de los ciudadanos con la clase política dirigente. Europa se enfrenta al reto inminente de convertirse en la Unión de los Veintisiete, con Rumanía y Bulgaria, cuando no ha acabado de superar sus problemas de fondo.

This second semester of 2005 might have signified a slight recovery to the crisis derived from the rejection to the European Constitution in France and Holland and the failure on financial negotiations, as, finally, the British presidency of the Union was capable to reach the agreement between the Twenty-five on the Financial Perspectives 2007-2013.
And, although the most profound problems have not been solved, this agreement between the european leaders was possible at last, and two important negotiation processes of Accession have been initiated, those of Turkey and Croatia.
As far as they are concerned, the european institutions have taken new relevant decisions. Those that could be underlined are the rise in interest rates in a quarter-point, decided by the European Central Bank in December, and those Commission's actuations to safeguard Free Competition in the Internal Market, either against the abuse of dominant positions of great corporations or against State Aids considered to be incompatible with the Internal Market.
The excessive weight of national interests and the distance between citizens and the leading political class decelerate the rhythm of integration. Europe is facing the imminent challenge of becoming the Union of The Twenty-Seven with Rumania and Bulgaria, when it has not overcome its more deep problems.
