L'ALCA face aux alternatives d'integration pour le développment en Amérique latine

    With the logic of imperfect and juxtaposed customs unions, in a hemisphere traversed by motorways of free trade, the Latin America is confronted with the following dilemma : to conform a community of interests or to be absorbed in a vast free trade area of Americas dominated by the United States. The ALCA (Area de Libre Comercio de las Americas) seems an important part in the strategy of the United States to consolidate their positions in front of the European Union. If contradictory interests between the countries of the area can lead to a territorial fragmentation, the convergence between some governments and the social movements opposed to the ALCA maintains uncertainty as for a revival Latin- American integration on new bases.

    Face à la logique d'unions douanières imparfaites et juxtaposées, dans un hémisphère parcouru par des autoroutes de libre-échange, l 'Amérique latine est confrontée au dilemme suivant : privilégier une communauté d'intérêts ou être absorbée dans une vaste zone de libre-échange des Amériques dominée par les Etats-Unis. L'ALCA (Area de Libre Comercio de las Americas) apparaît comme une pièce importante dans la stratégie des Etats-Unis pour consolider leurs positions face à l'Union Européenne. Si des intérêts contradictoires entre les pays de la région peuvent déboucher sur une fragmentation territoriale, la convergence entre certains gouvernements et les mouvements sociaux opposés à l'ALCA entretient l 'incertitude quant à une relance de l "intégration latino-américaine sur de nouvelles bases.
