Sin duda, COVID-19 ha marcado un antes y un después en la vida de todas las personas del mundo todos los ámbitos. Sin embargo, ha tenido un impacto más profundo y grave en los más vulnerables y en aquellos territorios donde la pobreza persiste con grandes carencias para alcanzar la igualdad. Es el caso de las mujeres, los niños, las personas con discapacidad, las minorías étnicas y raciales y los inmigrantes, entre otros colectivos, y de las regiones de América Latina y el Caribe. Para superar esta situación, la mejor herramienta es la que reconoce y garantiza los derechos humanos. En este sentido, el contenido del discurso de los derechos debe ser analizado en un plano estructural, reconducido a las partes que lo componen y a la forma en que se relacionan entre sí, con los modelos de mediación y con los principios que organizan las relaciones existentes; y en otro funcional, que indaga los fines que se pretenden alcanzar desde puntos de vista internos y externos, objetivos y subjetivos. Con este tipo de razonamiento, cuando se aplican los derechos, se requiere que nos situemos en un ámbito de estructuras complejas en el que deben destacarse las de carácter jurídico, político económico y sociológico.

Without a doubt, COVID-19 has marked a before and after in the lives of everybody around the world and in every sphere. However, it has had a deeper and more serious impact on the most vulnerable and in those territories where poverty persists with great failings in achieving equality. This is the case for women, children, people with disabilities, ethnic and racial minorities, and immigrants, among other groups, and for the regions ofLatin American and the Caribbean. To overcome this situation, the best tool is that which recognises and guarantees human rights. In this sense, the content of the rights discourse must be assessed on a structural level, redirected to its component parts together with the way in which they relate to one another, to mediation models and to the principies organising existing relationships; and in another functional area, which investigates the ends to be achieved from the internal and external, objective and subjective points of view. With this type of reasoning, when rights are applied, it is required that we place ourselves in a sphere of complex structures within which those which are legal, political, economic, and sociological must be highlighted.
