Resumen de Al sur de Madrid-río: persistencias y cambios en un territorio degradado

  La degradación ambiental del territorio que rodea al río Manzanares en su tramo más sureño, en los distritos de Usera y Villaverde y en los municipios de Getafe y Rivas-Vaciamadrid, manifiesta la vocación subsidiaria de este territorio respecto de la ciudad y el retraso por parte de la administración de las propuestas para su recuperación. El debate sobre cómo recuperar esta área resurge con periodicidad y se traslada a planes e intervenciones que muchas veces se plantean sin la colaboración de vecinos y asociaciones. Mediante el análisis de los planes que han afectado a este ámbito y las respuestas vecinales, se pretende contrastar el discurso con la realidad.Los resultados se enfocan, primeramente, a desenmarañar la realidad territorial del río al sur de la ciudad de Madrid y evidenciar su potencial; en segundo lugar, a contrastar los resultados de unas intervenciones complejas, por la diversidad de administraciones involucradas y por la superposición de iniciativas zonales y sectoriales, con las aspiraciones vecinales y, finalmente, abordar críticamente el debate sobre las zonas verdes urbanas y su uso público en las actuales propuestas del Ayuntamiento y Comunidad.

  The environmental degradation of the territory in the southernmost section of the Manzanares River (Usera and Villaverde districts and the municipalities of Getafe and Rivas-Vaciamadrid) shows the secondary position of these areas respect to the city and the delay of the administration in execute the proposals for recovery. The debate on how to recover this area come to the surface periodically and is transferred to plans and interventions that are often raised without the full collaboration of associations and neighbors. By analyzing, on the one hand, the plans that affect and have affected this area and, on the other, the neighborhood responses, it is intended to contrast discourse and reality. The results are focused, firstly on unraveling the territorial reality and showing itspotential in the surroundings of the river south of the city of Madrid; secondly, on checkingthe results of complex interventions, due to the diversity of administrations involvedand the overlap of initiatives with neighborhood aspirations, and, finally, to criticallyaddress the current Madrid city council plans and the Regional programmes for theopen spaces in the southern section of the Manzanares basin.
