  • This article describes the basic features of the Spanish Council ofState. Departing from its historical origins, it analyses the Councilof State with regard to its constitutional and legal regulation, itscomposition, its organization and its main functions, withparticular reference to the role of the Council of State inlegislative and regulatory proceedings
