Nuestro trabajo analiza la gestión institucional del Ayuntamiento de Jerez de la Frontera durante los ochos años donde es alcalde Tomás García Figueras, a partir de documentos de la propia institución. Militar e historiador del Protectorado Español en Marruecos, fue nombrado regidor de su ciudad ejerciendo un mandato continuista y administrativo coherente con los valores del franquismo. Una gestión condicionada por la falta de iniciativas políticas y recursos financieros. Desde un plano teórico, diseña intuitivas percepciones de futuro que se acompañan una restringida apuesta por la educación y la cultura. Una etapa de paternalismo previa al desarrollismo que llegará, lastrada por las limitaciones que el régimen marcaba a los ayuntamientos.

Our work analyzes the institutional management of the City Council of Jerez de la Frontera during the eight years where is Mayor Tomás García Figueras from documents of the institucion itself. Military and historian of the Spanish Protectorate in Morocco, it was appointed governor of his city exercising a continuous and administrative mandate consistent with the values of Francoism. Management conditioned by the lack of political initiatives and financial resources. From a theoretical level, design intuitive perceptions of the future, accompanied by a restricted commitment to education and culture. A stage of paternalism prior to the developmentalism that will arrive, weighed down by the limitations that the regime marks to the municipalities.
