La pandemia originada por la COVID-19 ha tenido profundos efectos sobre la vida social y eco-nómica. Las medidas adoptadas para enfrentarse a tales efectos se han concretado en la aplica-ción de los procedimientos definitorios del Estado social: intervención del Estado en la econo-mía, regulación de las relaciones laborales y comerciales, y reforzamiento de las prestaciones sociales. Estas actividades se han caracterizado por el protagonismo del poder ejecutivo y la importancia del contexto internacional. La cuestión que se plantea es si se trata de medidas epi-sódicas propias de un estado excepcional o si adoptarán un carácter permanente y estructural.
The COVID-19 pandemic has profoundly affected both social and economic life. The measures adop-ted to counteract those effects have required implementing procedures inherent in the concept of «Social State»: public intervention in the economy, regulation of labor and commercial relations, and an increase in social benefits. Those activities have been characterized by the prominent role of the executive branch of government and the importance of international contexts. The issue is now to determine whether these were temporary measures incident to a state of emergency, or whether they will be permanent and structural in nature.
