El día 1 de octubre de 1936, coincidiendo con la proclamación de Franco como Jefe del Estado Nacional, se promulgó “la ley por la que se establecía la organización administrativa a que había de ajustarse la nueva estructuración del Estado”. Dentro del engranaje del flamante aparato, adquirió un gran protagonismo la Junta Técnica del Estado. Además de ella, se encontraba el Gobernador General, la Secretaría de Guerra, la de Relaciones Exteriores y la General del Jefe del Estado. Sin embargo, la inesperada prolongación de la Guerra y la confusa organización hicieron aconsejable introducir una mayor simplicidad, que cristalizó con la ley de 30 de enero de 1938 y que supuso que la Administración se organizase en departamentos ministeriales.
