Cuando el Congreso de los Estados Unidos legisló sobre cuál debía ser su papel en el mundo en la década de los treinta del siglo XX, nunca pensó en la posibilidad de que hubiera una guerra dentro de un mismo país. La guerra civil española cogió por sorpresa desde Roosevelt a Hull pasando por todos los congresistas y senadores. Entonces, en ese momento, el Departamento de Estado tenía que decidir cuál era el papel a seguir en el conflicto español, porque la Ley de Neutralidad de 1936 no tenía validez porque no consideraba este tipo de guerra. En las siguientes líneas se describirán y analizarán esta situación y la estrategia estadounidense en los primeros meses de la guerra civil española

When the Congress of the United States legislated about his role in the world in the thirties, never thought relating to a war in a same country. The Spanish Civil War caught by surprise from Roosevelt to Hull and all the congressmen and senators. Thus, in this moment, the State Department had to decide the way to follow with the Spanish problem, because the Neutrality Act of 1936, had not validity because did not consider this kind of war. The next lines describe and analyse this situations and the American strategy in the first months of the Spanish Civil War
