Plantea los cambios en las relaciones entre la Iglesia y el Estado tras las discusiones y aprobación de la Constitución de 1812, concretamente los nombramientos de obispos a propuesta del poder civil, la unidad religiosa de España declarada expresamente en el artículo 12, la libertad de imprenta, la participación del clero secular y regular en las elecciones a compromisarios y electores, la participación de la Iglesia en el Consejo de Estado y los tribunales especiales eclesiásticos.

It brings up the changes in Church-State relations in the congressional debates and the text of the Spanish Constitution of 1812, particularly the nomination of bishops by the Spanish executive before the Holy See, the religious unity in Spain under the Catholic faith as established in article 12, the freedom of the press, the participation of diocesan and religious clergy in the electoral process to representatives in Parliament, the members of the clergy that would sit in the Council of State and the special ecclesiastical courts that were maintained.
