En los últimos años se ha ido desarrollando una visión del problema de la falta de acceso al agua potable y al saneamiento que sufren millones de personas en el mundo desde una perspectiva de derechos humanos, culminando en el ámbito internacional con el reconocimiento del derecho al agua y al saneamiento por la Asamblea General y el Consejo de Derechos Humanos en 2010. En este trabajo examinaremos el papel que ha tenido en el desarrollo de este derecho el trabajo de la Experta Independiente sobre la cuestión de las obligaciones de derechos humanos relacionadas con el acceso al agua potable y al saneamiento, nombrada en 2008, y cuyo mandato ha sido renovado en 2011 como Relatora Especial sobre el derecho al agua y al saneamiento.

In the past few years, there have been views developing on the problem of lack of access to portable water and sanitation from which millions of people have suffered in the world from a human rights perspective, culminating in the recognition of the right to water and sanitation by the General Assembly and the Human rights Council in 2010 within the international arena. In this paper we shall examine the role of the work of the Independent Expert on the issue of human rights obligations related to access to safe drinking water and sanitation, commissioned in 2008, and whose mandate has been renewed in 2011 as Special Rapporteur on the human right to safe drinking water and sanitation has had in the development of this right.
