Encrucijada en el proceso de paz en el País Vasco: ¿Todos los caminos llevan a la paz?

    Tras la declaración de una tregua y un alto el fuego indefinido por parte de la banda terrorista ETA, España y el País Vasco están pendientes de que se inicie el proceso de diálogo y negociación para la consecución de un acuerdo de paz que implique el fin de la violencia terrorista. El presente artículo tiene como objetivo presentar tres elementos básicos que deberían ser considerados en el proceso de diálogo y negociación. En primer lugar, la reparación a las víctimas de atentados terroristas, incluyendo medidas de asistencia y protección.

    En segundo lugar, la reinserción social de miembros de la banda terrorista y la participación en las instituciones políticas de movimientos que defiendan o no condenen la violencia terrorista. En tercer lugar, la creación, el desarrollo y el mantenimiento de una cultura de paz, para evitar olvidar el pasado mientras se avanza hacia el futuro, inculcando respeto por las reglas y principios de cualquier sociedad democrática.

    After the cease � fire and peace declaration issued by the terrorist group ETA, Spain and the Basque Country are looking forward to the beginning of a dialogue and negotiation process that should lead to a peace agreement and the end of the terrorist violence. The purpose of this article is to present three basic elements that should be considered in the dialogue and negotiation process. The first one has to do with reparation to the victims of terrorist acts, including assistance and protection measures. The second one has to do with the social reinsertion of ETA members and the political participation of movements that might defend or not condemn terrorist violence. The third one with the launching, development and maintenance of a peace culture, to avoid forgetting the past while moving forward and thus enshrining respect for the rules and principles embedded in any democratic society.
