La política de vivienda en España: Una valoración posterior a las reformas de 1991

    • El autor describe en primer lugar la evolución en los países industriales de la problemática de la vivienda en los últimos años, poniendo el énfasis en el acceso a la misma, que debe ser el objetivo central de cualquier política de vivienda. En la segunda pa el contexto histórico en el que aparece la declaración del gobierno de mayo de 1991 acerca de la política de vivienda, momento caracterizado por una fuerte elevación de la relación precio de la vivienda/renta familiar y por un empeoramiento del problema de acceso en España. Finalmente, se hace una valoración general de la actual política de vivienda en España, analizándose los instrumentos de aquélla y recogiéndose un conjunto de sugerencías encaminadas a mejorar tanto la eficiencia de los citados instrumentos como su carácter redistributivo. The second part undertakes a description of the historical context where the government's deciaratíon on housing policy was made in May 1991. The most relevant features at that particular point in time were a sharp increase in the house price/family lncome ratio and the access problem starting to deteriorase even further in Spain. Finally, there is a general assessment ot the present housing polícy in Spain, provinding both an analysis of its instruments and a number of suggestions which could go towards improving the efficiency of these instruments and enhancing their redistributive nature.
