El fenómeno calificado en recientesestudios latinoamericanos como «circulación de talentos» o «exilio de los sabios» tiene una larga historia, pero aparece y desaparece de manera cíclica en el discurso público y en la agenda de investigaciones internacionales. Su resurgimiento actual está determinado por la creciente circulación internacional de estudiantes, profesores y científicos universitarios. Según algunos autores, la fuga de cerebros o brain drain es una consecuencia ineludible de la internacionalización o mundialización académica. El artículo analiza las nuevas tendencias de este fenómeno que afecta considerablemente las relaciones entre América Latina y el Caribe y los países más desarrollados.
The phenomenon qualified in recent Latin American studies as «talent circulation» or «exile of the wise» has a long history, but appears and disappears in a cyclical manner in the public discourse and on the agenda of international investigations. The recent resurgence is determined by the growing international flow of students, professors and university scientists. According to the authors, the brain drain is an unavoidable consequence of academic internationalization or globalization. The article analyzes the new tendencies of this phenomenon which considerably affect relations between Latin America and the Caribbean and more developed countries.
