      La investigación planteó la relación entre discapacidad, educación superior y política institucional, puso de manifi esto que a pesar de un marco políticamente legitimado de equiparación de oportunidades e inclusión educativa para las personas con discapacidad, el problema de negligencia con derecho a la educación superior de esta población es severo. Aquí la discapacidad se consideró como una condición resultante de diferentes factores, en los cuales interactúan lo social, lo cultural y lo epidemiológico. El estudiante con discapacidad es sujeto de exclusión del capital humano de la sociedad, por lo cual ve limitada su capacidad para aportar al desarrollo personal y social. La exploración de la realidad de la inclusión educativa en ámbitos universitarios buscó evidenciar la existencia o no de una política institucional que asegurara el ingreso, la permanencia y el egreso satisfactorio del estudiante con discapacidad y con ello se logre su autonomía y vida independiente.

      This investigation raised the relation between disability and superior education and institutional policy. It showed that in spite of a frame politically legitimized of comparison of opportunities and educative inclusion for the people with disability, the problem of the negligence with the right to the superior education of this population is severe. Here the disability was considered like a resulting condition of different factors, where the social thing, cultural interact and the epidemiologist. The person with disability is subject of exclusion of the human capital of the society, thus she sees limited his capacity to contribute to the personal and social development. The exploration of the reality of the educative inclusion in university scopes looked for to demonstrate the existence or not of an institutional policy that assured the entrance, the permanence and the satisfactory debit of the student with disability and with it is obtained the autonomy and independent life.
